RELATING TO REAL PROPERTY.

Requires the Legislative Reference Bureau to conduct a study and report on the forty-one states in the country that have enacted laws limiting the sale of real property to foreign individuals or entities, and how those laws and related constitutional precedents could inform demand-side regulations for the real estate market in Hawaii in favor of resident ownership, specifically owner-occupied resident ownership.  Makes an appropriation.  Declares that the general fund expenditure ceiling is exceeded.  Takes effect 7/1/2040.  (SD1)

Establishes and implements the Catastrophic Wildfire Securitization Act, to allow public utilities to securitize rates in order to raise capital that can be used to pay for costs and expenses arising out of catastrophic wildfires.  Takes effect 7/1/2040.  (SD1)

Authorizes the Department of Health to transfer federal capitalization grant funds between the Water Pollution Control Revolving Fund and the Drinking Water Treatment Revolving Loan Fund, in accordance with title 40 Code of Federal Regulations section 35.3530(c).  (SD1)

RELATING TO THE STABILIZATION OF PROPERTY INSURANCE.

Amends the laws relating to the Hawaii Hurricane Relief Fund and Hawaii Property Insurance Association.  Expands the Hawaii Property Insurance Association's authority to include the issuance of property insurance other than fire insurance for certain real properties organized as a condominium.  Reinstates the special mortgage recording fee.  Explicitly authorizes the Hawaii Property Insurance Association to issue property insurance policies to certain condominiums outside of area designated for coverage by the Hawaii Property Insurance Association.  Mandates that the Hawaii Property Insurance Association member insurers recoup assessment costs.  Amends specific coverage limits, fund capitalization amounts, and assessment percentages by deleting specified dollar amounts percentages and authorizes the Hawaii Hurricane Relief Fund and the Hawaii Property Insurance Association boards to recommend appropriate amounts and percentages to the Insurance Commissioner.  Takes effect 7/1/2040.  (SD1)

RELATING TO WILDFIRES.

Establishes the Hawaii Wildfire Relief Fund and Corporation to provide compensation for property damage resulting from catastrophic wildfires in the State.  Requires the Corporation's board to report to the Legislature.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.  Takes effect 7/1/2040.  (SD1)

RELATING TO HIGHWAY SAFETY.

Establishes the Automated Speed Enforcement Systems Program for ten school zones.  Authorizes the state or counties to administer the Automated Speed Enforcement Systems Program.  Requires fines collected beginning 1/1/2025 for violations on a county highway to be expended for the operation of the Automated Speed Enforcement Systems Program.  Creates a new offense of noncompliance with the posted speed limit under the Automated Speed Enforcement System.  Declares that the general fund expenditure ceiling in exceeded.  Makes an appropriation.  Takes effect 1/1/2050.  (SD1)

RELATING TO THE DEFENSE OF STATE EMPLOYEES.

Requires the State to defend professionally licensed or certified state employees from civil actions when the employee was acting within the scope of their employment and was not grossly negligent or wanton, or failing to cooperate.  Clarifies that the employee may employ their own attorney at the employee's own expense.  Requires that if the State refuses to defend a state employee from civil actions on certain grounds, the Attorney General shall first work with the employee to amicably transfer representation to the replacement counsel, and if necessary, file a motion to withdraw as counsel as a confidential document.  (SD1)

RELATING TO COUNTY LABOR STANDARDS.

Authorizes the counties to adopt labor standards that include but are not limited to standards for living wages, benefits, and requirements for participation in state-approved apprenticeship programs, provided that the labor standards adopted by the counties do not directly conflict with labor standards established by the State.  Takes effect 7/1/2112.  (SD1)

Expands the zoning powers of counties.  Expands the scope of the transient accommodations tax law to include certain shelters and vehicles with sleeping accommodations.  Takes effect 7/1/2040.  (SD1)

RELATING TO AGRICULTURE.

Facilitates the control and eradication of invasive species and pests.  Establishes a plant nursery licensing program.  Requires the Department of Agriculture to designate certain species as pests for control or eradication.  Imposes certain limits on imports and transportation.  Updates the method by which the Department's noxious weed list is updated.  (SD1)

RELATING TO THE COMMISSION ON WATER RESOURCE MANAGEMENT.

Establishes a public trust purpose for the Commission on Water Resource Management.  Allows the Commission on Water Resource Management to retain independent counsel.  Repeals the First Deputy to the Chairperson of the Commission on Water Resource Management.  Establishes the Executive Director of the Commission on Water Resource Management.  Administratively attaches the Commission on Water Resource Management to the Department of Land and Natural Resources.  Authorizes members of the Commission on Water Resource Management to be eligible to serve as chairperson.  Requires the Chairperson of the Board of Land and Natural Resources and Director of Health to serve as ex officio voting members ineligible to serve as chairperson.  Authorizes entities to whom an emergency order is directed to challenge the order under certain conditions.  Clarifies the notification requirements and contents of declarations of water shortages.  Establishes fines.  Makes conforming amendments.  Takes effect 7/1/2050.  (SD1)
