RELATING TO THE EAST KAUAI IRRIGATION SYSTEM.

Appropriates funds to the Agribusiness Development Corporation to establish positions to maintain and improve the East Kauai irrigation system and for maintenance of and improvements to the system.  Declares that the general fund expenditure ceiling is exceeded.  Takes effect 1/1/2060. (SD1)

RELATING TO WATER INFRASTRUCTURE.

Directs the Department of Agriculture, in collaboration with the Agribusiness Development Corporation and the counties, to conduct a water infrastructure study for the State of Hawaii.  Appropriates moneys.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.  Effective 7/1/2050.  (SD1)

Establishes the Dam and Appurtenance Improvement or Removal Grant Program Special Fund to receive moneys for the Dam and Appurtenance Improvement or Removal Grant Program.  Appropriates funds for the Dam and Appurtenance Improvement or Removal Grant Program.  Declares that the general fund expenditure ceiling is exceeded.  (SD2)

RELATING TO REGULATION OF ARCHAEOLOGICAL ACTIVITIES.

Clarifies that failure to comply with approved mitigation commitments, conduct an archaeological inventory survey, or comply with other administrative requirements pertaining to archaeology approved by the Department of Land and Natural Resources shall result in civil and administrative violations.  Takes effect 7/1/2050.  (SD1)

Requires the Hawaii Invasive Species Council to prioritize the protection of exceptional trees from invasive species. (SD1)

RELATING TO HUNTING GUIDES.

Requires hunting guides who take their clients to hunt on private lands to first obtain written permission from the owner of the private land, or occupier or holder, where appropriate.  Requires hunting guides to provide copies of the written permissions obtained to hunt on private lands as part of their annual reports to the Department of Land and Natural Resources.  Takes effect 7/1/2050.  (SD1)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Requires the Department of Land and Natural Resources to develop and implement a management system for the Kaena point state park, Makua, and Keawaula regions.  Effective 7/1/2050.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
