Establishes notice and reporting requirements for the transfer of public moneys by the Governor, pursuant to the Governor's emergency powers.  (SD2)

RELATING TO THE HURRICANE RESERVE TRUST FUND.

Moves the Hurricane Reserve Trust Fund into the state treasury and makes other housekeeping amendments relating to the Fund.  (SD1).

RELATING TO KALAUPAPA.

Requires the Department of Health to include in its annual report regarding Kalaupapa Settlement details and updated information, as available, regarding the permanent transfer to other governmental or qualified non-governmental entities of the powers and duties of the Department over Kalaupapa Settlement.  Requires the Department of Health to report on its community engagement efforts with community stakeholders and the Molokai community.  Sunsets on the first 6/30 after the Revisor of Statutes receives a written gubernatorial proclamation that the referenced transfer is complete.  (SD2)

RELATING TO DIRECT NEGOTIATION FOR PUBLIC LAND LEASES.

Authorizes disposition of public land leases for agricultural, commercial, industrial, hotel, and resort purposes through direct negotiation.  (SD2)

Status

RELATING TO LAND LEASES.

Prohibits the State from leasing any public lands, or extending the lease of any public lands, to any individual, corporation, or federal agency that is in arrears in the payment of certain moneys to the State, noncompliant with a consent decree or memoranda of agreement with the State that requires environmental maintenance or remediation with regard to the subject public lands, or convicted of a crime.  Requires certification by the Office of the Governor before the issuance or extension of any federal lease that the individual, corporation, or federal agency is in good standing with the State.  Provides that, if any existing lessee of public lands is found not to be in good standing with the State as of the effective date of this Act, the lessee shall have three years, or until the end of the lease term, whichever is sooner, to correct the violation or the lease shall be terminated.  Takes effect 7/1/2050.  (SD1)

RELATING TO A WILDFIRE FORECAST SYSTEM FOR HAWAII.

Establishes a 2-year program at the University of Hawaii to develop a wildfire forecast system for the State using artificial intelligence.  Appropriates moneys.  Declares that the general fund expenditure ceiling is exceeded.  Effective 7/1/2050.  (SD2)

RELATING TO THE GENERATION OF WILDFIRE SUSCEPTIBILITY MAPS FOR HAWAII.

Requires the University of Hawaii to establish and implement a 2-year program to develop web-GIS wildfire susceptibility and vulnerability maps for the State to determine which communities, landscapes, buildings, and infrastructure are most vulnerable to future wildfires.  Makes an appropriation.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.  Effective 7/1/2050.  (SD2)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Appropriates funds to the Wildfire Management Branch of the Department of Land and Natural Resources Division of Forestry and Wildlife to provide nonprofit organizations with grants for wildfire preparedness and mitigation programming.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2045.  Effective 7/1/2050.  (SD1)

RELATING TO WILDFIRE SAFETY AND PREVENTION.

Establishes the Wildfire Mitigation Working Group within the Department of Land and Natural Resources to advise and make recommendations to state agencies concerning the State's wildfire safety and prevention efforts.  Makes an appropriation.  Declares that the appropriation exceeds the general fund expenditure ceiling for 2024-2025.  Effective 7/1/2050.  (SD2)

RELATING TO THE PACIFIC MARINE FISHERIES COMPACT.

Authorizes the Governor to execute a compact on behalf of the State to cooperate in the Pacific States Marine Fisheries Commission.  Establishes procedures for selection and succession of commissioners.  Takes effect 7/1/2050.  (SD1)

RELATING TO THE COMMISSION ON WATER RESOURCE MANAGEMENT.

Establishes a public trust purpose for the Commission on Water Resource Management.  Allows the Commission on Water Resource Management to retain independent counsel.  Repeals the First Deputy to the Chairperson of the Commission on Water Resource Management.  Establishes the Executive Director of the Commission on Water Resource Management.  Administratively attaches the Commission on Water Resource Management to the Department of Land and Natural Resources.  Authorizes members of the Commission on Water Resource Management to be eligible to serve as chairperson.  Requires the Chairperson of the Board of Land and Natural Resources and Director of Health to serve as ex officio voting members ineligible to serve as chairperson.  Authorizes entities to whom an emergency order is directed to challenge the order under certain conditions.  Clarifies the notification requirements and contents of declarations of water shortages.  Establishes fines.  Makes conforming amendments.  Takes effect 7/1/2050.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
