Status

RELATING TO AQUACULTURE.

Requires the Department of Agriculture to conduct a feasibility study to identify potential sites in the State for an aquaculture park that promotes commercial aquaculture expansion.  Requires a report to the Legislature prior to the Regular Session of 2025.  Makes an appropriation.  Effective 7/1/3000.  (HD1)

RELATING TO RESTORATIVE AQUACULTURE.

Requires the Department of Agriculture's Aquaculture Development Program to conduct a feasibility study to identify potential sites in the State for restorative aquaculture activities.  Makes an appropriation.  Effective 7/1/3000.  (HD1)

Status

RELATING TO AGRICULTURAL TOURISM.

Makes state agricultural tourism requirements applicable to all counties, instead of only counties that have adopted an agricultural tourism ordinance.  Requires Land Use Commission to adopt rules that establish requirements applicable to all farms implementing agricultural tourism.  Effective 7/1/3000.  (HD1)

Status

RELATING TO THE STATE BUILDING CODE.

Requires that the adoption, amendment, or update of a building code or standard by the State Building Code Council be within two years of every other official publication date of a code or standard.

RELATING TO LAND USE.

Increases the fines for violations of land use laws.  Imposes enhanced fines for developers and owners of important agricultural lands who repeatedly use the lands for unintended purposes.

Status

RELATING TO TAXATION.

Imposes conveyance tax on the transfer of a controlling interest of an entity with an interest in real property.  Stipulates that the imposition of the conveyance tax on transfers of entity ownership shall not apply to any transfer of interest or acquisition between entities wholly owned by the same common ownership that results in no change in the beneficial ownership.  Imposes the conveyance tax on certain transfers of real property at the lowest tax rate.

HB 2143

Status

RELATING TO BEACH PARK RESTORATION.

Appropriates funds for a grant-in-aid to the County of Hawaii to hire an engineering firm to study, plan, assist, and conduct preliminary design and concept work for a two-phase project to restore the Kahaluu Beach Park in the County of Hawaii.  Conditions the appropriations on the County of Hawaii's contribution of matching funds.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
