Status

RELATING TO HOMELAND SECURITY.

Enhances sharing of critical infrastructure information between infrastructure owners and operators and the state government.  Defines and protects "critical infrastructure information" that is crucial for direct support of the security and resilience of the State of Hawaii.  Provides homeland security partners reassurance that their proprietary information provided to the State of Hawaii government will be protected from disclosure.

RELATING TO EMERGENCIES.

Appropriates funds for the installation of a new outdoor emergency siren in the Pacific Palisades area of Oahu.

RELATED TO DISASTER SERVICES.

Appropriates funds to establish the position of Limited English Proficiency Language Coordinator within the Hawaii Emergency Management Agency.  Declares that the general fund expenditure ceiling is exceeded.

RELATING TO NON-GENERAL FUNDS.

Repeals the hazard mitigation special fund, pursuant to a recommendation made by the Auditor in Auditor's Report No. 23-16.

RELATING TO FUNDS.

Reinstates the Governor's authority to transfer funds to cope with the effects of natural disasters, for operating purposes, or to supplement the Department of Land and Natural Resources' Firefighter's Contingency Fund.

RELATING TO EMERGENCY MANAGEMENT.

Clarifies the types of events that constitute disasters and emergencies for the purposes of emergency management.

RELATING TO FIRE EMERGENCIES.

Appropriates funds for the Hawaii Emergency Management Agency to purchase a Striker fire truck to be housed on a Department of Defense facility on Maui.  Declares that the general funds expenditure ceiling is exceeded.

Status

RELATING TO EMERGENCY MANAGEMENT.

Authorizes the Governor to suspend the mortgage foreclosure provisions of chapter 667, HRS, for properties having substantial damage resulting from a Governor-declared state of emergency.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
