RELATING TO THE ENVIRONMENT. Appropriates funds for long-term monitoring of air and water quality for communities impacted by the Maui wildfires, as well as support for research efforts to better understand the environmental concerns linked to urban fires.

RELATING TO THE ENVIRONMENT. Appropriates funds to the Department of Land and Natural Resources to support long-term water quality monitoring and pollution source detection.

RELATING TO EMERGENCY MANAGEMENT. Specifies some of the measures the Director of Health may take in response to emergency circumstances affecting the availability of safe drinking water or the discovery of contamination in a public water source.

Creates a process for electric utilities to develop and submit wildfire protection plans to the Public Utilities Commission for approval and allow the recovery of related costs and expenses through securitization, while avoiding a disproportionate impact on a specific ratepayer or county.

RELATING TO WATER. Establishes a WAI policy coordinator and other positions within the Department of Land and Natural Resources for coordination of Red Hill WAI initiatives. Creates the Red Hill remediation special fund. Appropriates funds.

RELATING TO THE RED HILL REMEDIATION AUTHORITY. Establishes the Red Hill remediation authority. Creates the Red Hill remediation special fund.

RELATING TO WATER INFRASTRUCTURE. Authorizes the department of health to transfer federal capitalization grant funds between the Water Pollution Control Revolving Fund and the Drinking Water Treatment Revolving Loan Fund, in accordance with title 40 Code of Federal Regulations section 35.3530(c).

RELATING TO ADAPTATION PATHWAYS PLANNING. Expands the authority of the State and counties to develop adaptation pathways plans to modify and relocate infrastructure away from critically threatened areas to locations outside sea level rise and coastal flooding exposure areas. Appropriates funds.

RELATING TO BUILDING CODES. Clarifies that no state or county building code shall prohibit the use of a substitute refrigerant allowed by the Environmental Protection Agency if the applicable equipment is listed and installed in compliance with the latest safety standards.

RELATING TO THE STATE PARKS SPECIAL FUND. Allows the Department of Land and Natural Resources to expend the moneys from the State Parks Special Fund for programs aimed at environmental protection.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
