RELATING TO TRANSPORTATION. Establishes a Task Force to conduct a statewide study on the accessibility of ignition interlock devices and any national best practices. (SD2)

RELATING TO SPEEDING. Establishes additional fines and penalties for convictions of speeding in a school zone. (SD1)

RELATING TO TRANSPORTATION. Changes the penalties for violations of certain traffic laws and required motor vehicle insurance minimums. Requires the insurance commissioner to solicit rate filings from motor vehicle insurers. Takes effect 1/1/2025. (SD2)

RELATING TO THE DEPARTMENT OF TRANSPORTATION. Authorizes the Department of Transportation to weigh any ocean transport container offloaded at any harbor in the State and fine any company that offloads an ocean transport container having an excessive gross weight. Takes effect 7/1/2050. (SD1)

RELATING TO DRIVER LICENSING. Requires driver's license examination to test the applicant's knowledge of the dangers that larger motor vehicles present to pedestrians and bicyclists. Requires offenders who are found to be excessively speeding or driving while intoxicated to retake and pass the driver's license examination for each offense. (SD1)

RELATING TO HARBOR SAFETY. Requires that the securing of mooring lines from vessels requiring tug assistance to commercial docks, wharves, piers, quays, and landings be performed by a stevedoring company. Defines "stevedoring company". Exempts, under certain circumstances, vessels operating on behalf of an authorized intrastate or transpacific water property carrier holding a certificate of public convenience and necessity issued under section 271G-10, HRS, and certain tug operators. Sunsets on 7/1/2028. Effective 7/1/2050. (SD2)

RELATING TO AIRCRAFT. Requires the Director of Transportation to adopt rules that require tour aircraft operators to have aircraft liability insurance coverage not less than an unspecified percentage of the highest minimum similar coverage required by a United States international airport per person per incident. Takes effect 7/1/2040. (SD2)

RELATING TO WORKFORCE DEVELOPMENT. Establishes a working group within the Department of Transportation to address the workforce shortage of commercial drivers in the State. Requires a report to the Legislature. Effective 7/1/2050. (SD2)

DECISION MAKING
The following measures were previously heard on March 12, 2024 at 10:30AM. No public testimony will be accepted.
RELATING TO NOISE POLLUTION. Establishes a separate prohibition on driving motor vehicles having noisy mufflers on public highways in high-density areas. Establishes separate fines for violations of motor scooter and motor vehicle muffler regulations. Defines "high-density areas". (SD2)

RELATING TO PEDESTRIANS. Authorizes pedestrians to act contrary to the statewide traffic code when a reasonably careful pedestrian would determine that there is no immediate danger of a collision with a moving vehicle. Requires that any person that drives a motor vehicle greater than the speed limit be fined not less than $100. Takes effect 1/1/2050. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
