Status

RELATING TO HIGHWAY SAFETY.

Establishes the Automated Speed Enforcement Systems Program for ten school zones.  Authorizes the State or counties to administer the Automated Speed Enforcement Systems Program.  Requires fines collected beginning 1/1/2025 for violations on a county highway to be expended for the operation of the Automated Speed Enforcement Systems Program.  Creates a new offense of noncompliance with the posted speed limit under the Automated Speed Enforcement System.  Declares that the general fund expenditure ceiling in exceeded.  Makes an appropriation.  Takes effect 1/1/2050.  (SD2)

Status

RELATING TO ROAD USAGE CHARGE PROGRAM.

Establishes a county mileage-based road usage charge.  Provides for disposition of funds of county mileage-based road usage charge.  Clarifies the disposition of funds of the state mileage-based road usage charge.  Repeals the maximum amount that a driver is required to pay in a state mileage-based road usage charge on 6/30/2028.  Effective 7/1/2050.  (SD2)

RELATING TO TRANSPORTATION.

Establishes a transportation network company fee.  Provides for the deposit into the Safe Routes to School Program special fund of transportation network company fees collected.  Effective 1/1/2050.  (SD2)

Status

RELATING TO TRANSPORTATION.

Requires each department or county agency having jurisdiction over roads, highways, or similar infrastructure to evaluate high-risk or dangerous corridors or intersections and plan strategies for mitigation.  Provides that an engineering study is not required to be considered if the Department of Transportation decreases maximum speed limits within 1 mile of a school.  Effective 7/1/2050.  (SD1)

Status

RELATING TO NOISE POLLUTION.

Establishes a separate prohibition on driving motor vehicles having noisy mufflers on public highways in high-density areas.  Establishes separate fines for violations of motor scooter and motor vehicle muffler regulations.  Defines "high-density areas".  (SD2)

Status

RELATING TO PEDESTRIANS.

Authorizes pedestrians to act contrary to the statewide traffic code when a reasonably careful pedestrian would determine that there is no immediate danger of a collision with a moving vehicle.  Requires that any person that drives a motor vehicle greater than the speed limit be fined not less than $100.  Takes effect 1/1/2050.  (SD1)

Status

RELATING TO TRAFFIC SAFETY.

Requires slow-moving vehicles on a two-lane highway, behind which five vehicles are formed in a line, to pull over where possible to let the trailing vehicles proceed when passing is unsafe.  Takes effect 1/1/2050.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
