RELATING TO TOUR GUIDES.

Establishes the Tour Guide Licensing Program within the Department of Commerce and Consumer Affairs.  Requires tour guides to complete the Professional Standards Tour Certification program by the University of Hawaii or another program approved by the Director.

RELATING TO TRAVEL INSURANCE.

Establishes a framework to regulate the sale of travel insurance in the State.

RELATING TO THE TOURISM SPECIAL FUND.

Reestablishes the tourism special fund to be expended by the Hawaii Tourism Authority and allocates revenues from the transient accommodations tax.

RELATING TO THE HAWAII TOURISM AUTHORITY.

Removes the term "and qualified" from the Hawaii Tourism Authority's appointment process to clarify advise and consent authority of the Senate.

Status

RELATING TO THE HAWAII TOURISM AUTHORITY.

Authorizes the deposit of general obligation bond funding into the convention center enterprise fund.  Requires the Hawaii Tourism Authority board of directors to approve the use of any general obligation bond proceeds prior to expenditure.  Clarifies that convention center enterprise fund moneys may be used for any ongoing or future major repair, maintenance, and improvement of the convention center facility.  Declares that the general fund appropriation breaches the expenditure ceiling.  Authorizes the issuance of general obligation bonds.  Appropriates funds to repair, maintain, and improve the Hawaii convention center.

HB 2563

Status

RELATING TO THE HAWAII TOURISM AUTHORITY.

Requires the Hawaii Tourism Authority to develop and publish, through a contract with a third party, a mobile application that includes all online application processes, including the collection of any applicable reservation fees, to acquire a reservation to conduct recreational and commercial activities in the State that are regulated by or under the jurisdiction of a state or county agency.  Requires the Hawaii Tourism Authority to issue a request for proposal to contract for the development and publishing of the mobile application.  Establishes a tourism enterprise fund.  Appropriates funds for the development and publication of the mobile application, including the hiring of a mobile manager.

HB 2606

Status

RELATING TO TRANSIENT ACCOMMODATIONS.

Requires transient accommodations brokers and any other persons or entities to offer, list, advertise, or display a transient accommodations rental rate that includes all resort fees required for the furnishing of transient accommodations.  Requires transient accommodations brokers and any other persons or entities to include all applicable taxes and fees imposed by a government on the stay in the total price to be paid before the consumer reserves the furnishing of transient accommodations.  Establishes penalties.  Effective 1/1/2025.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
