RELATING TO TRANSPORTATION.

Changes the state registration fee and the state vehicle weight tax amounts.

RELATING TO TOWING COMPANIES.

Changes the fees that a towing company may charge to tow vehicles left unattended on private and public property.  Requires certain towing companies to maintain certificates of good standing issued by the Department of Commerce and Consumer Affairs.

RELATING TO VEGETATION MANAGEMENT.

Appropriates funds to the Department of Transportation for vegetation management projects to reduce the risks of wildfires across the State.  Declares that the general fund expenditure ceiling is exceeded.

RELATING TO MOPEDS.

Beginning 1/1/26, requires that every moped rented in the State be an electric moped.

Requires DOT to identify an emergency egress route other than Komo Mai drive from Pacific Palisades or, if no other route can be found, determine the feasibility of constructing an alternate emergency egress route.

RELATING TO TRAFFIC SAFETY.

Requires slow-moving vehicles on a two-lane highway, behind which five vehicles are formed in a line, to pull over where possible to let the trailing vehicles proceed when passing is unsafe.

RELATING TO MOTOR VEHICLE SAFETY INSPECTIONS.

Lengthens the time period in which certain vehicles must have a safety inspection.

RELATING TO FUNDING ADJUSTMENTS FOR STATE PROGRAMS.

Appropriates special funds to Department of Transportation programs to pay for anticipated operating shortfalls due to the limited ability to transfer funds between programs.

RELATING TO CAPITAL ADVANCEMENT CONTRACTS.

Increases the caps for the total contract value for any one capital advancement contract (CAC) and the total aggregate value of CACs in a fiscal year entered into by the Department of Transportation with private parties for harbor improvements and adds reporting requirements for the department.
