RELATING TO THE MOTOR VEHICLE RENTAL INDUSTRY. Repeals vehicle license recovery fees. Takes effect 1/1/2025.

RELATING TO VEHICLE TITLES. Allows a letter of attestation to the Director of Finance to act as an endorsed certificate for motor vehicle transfer.

RELATING TO VEHICLES. Allows all-terrain vehicle to drive on streets with posted speed limits of not more than 45 miles per hour. Allows all-terrain vehicles to drive in the evening and night if they are equipped with headlights and tail lights. Allows drivers of all-terrain vehicles to wear a safety helmet with a securely fastened chin strap. Includes in the definition of "utility-terrain vehicle" a motor vehicle that accommodates one driver and one passenger sitting side-by-side, and up to 6 people in seat belts.

RELATING TO PEDESTRIANS. Authorizes pedestrians to act contrary to the statewide traffic code when a reasonably careful pedestrian would determine that there is no immediate danger of a collision with a moving vehicle.

RELATING TO MOTOR CARRIERS. Repeals the regulation of motor carriers by the Public Utilities Commission. Makes conforming amendments.

RELATING TO THE DEPARTMENT OF TRANSPORTATION. Establishes the greener highway corridors pilot project to improve the H-1 freeway corridor with greenery. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
