RELATING TO LAW ENFORCEMENT OFFICERS.

Requires law enforcement agencies and the Law Enforcement Standards Board to consult the National Decertification Index and report certain information related to a law enforcement officer's certification status to the Index.  Effective 7/1/3000.  (HD2)

RELATING TO FIRE PREVENTION.

Increases the maximum fine for violations of the fire protection laws.  Specifies that each day a violation exists or continues to exist shall constitute a distinct and separate offense.  Raises the criminal penalty for the offense of arson in the fourth degree to a class C felony if the offense was committed during the time period and within the geographic area in which a red flag warning was in effect.  Provides that the state of mind requirement is not applicable to the fact that the red flag warning was in effect and that the actor is strictly liable with respect to the attendant circumstance that the red flag warning was in effect.  Effective 7/1/3000.  (HD1)

RELATING TO FIREWORKS.

Authorizes law enforcement and fire officers to enter and inspect any licensee's or permittee's premises, under certain conditions, to verify compliance with the State's Fireworks Control Law.  Establishes procedures for the Department of Law Enforcement to conduct administrative inspections of controlled premises.  Requires certain licensees and permittees to keep records and maintain inventories.  Requires licensees and permittees to report any stolen fireworks or articles pyrotechnic.  Authorizes a law enforcement agency or county fire department to safely dispose confiscated fireworks and articles pyrotechnic.  Requires violators to be held liable for storage and disposal costs.  Specifies that each type of prohibited firework constitutes a separate violation.  Authorizes the Department of Law Enforcement, in addition to the counties, to enforce the Fireworks Control Law.  Appropriates funds.  Effective 7/1/3000.  (HD1)

Authorizes the payment of allowances for TRICARE Reserve Select coverages to junior officers, warrant officers, or enlisted personnel of the Hawaii National Guard ordered to active duty for more than thirty days in service to the State.  Effective 7/1/3000.  (HD1)

Expands the requirement that the Department of Law Enforcement pursue and obtain accreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc., to all divisions and sections within the Department.  Establishes five CALEA coordinator positions, exempt from civil service, within the Department of Law Enforcement.  Effective 7/1/3000.  (HD2)

Clarifies that the Director of Law Enforcement has authority to issue subpoenas as part of the investigative powers of the Department of Law Enforcement.  Effective 7/1/3000.  (HD1)

RELATING TO CRIMINAL HISTORY RECORD CHECKS.

Authorizes the Department of Corrections and Rehabilitation to search criminal histories and fingerprint records of current and prospective volunteers and purchase of service contracted and subcontracted service providers and their employees who are directly involved in providing correctional programs, treatment, and services to persons committed to a correctional facility or places them in close proximity to persons committed when providing services on behalf of the Department or the correctional facility.  Effective 7/1/3000.  (HD1)

Requires critical infrastructure information required by federal or state law to be collected or maintained by a county board of water supply in connection with a federal or state critical infrastructure security and resilience program to be confidential and not available to the public.  Effective 7/1/3000.  (HD1)

RELATING TO DISASTER RELIEF.

Establishes a disaster relief match special fund to support the local match requirements of the FEMA Maui Wildfires Hazard Mitigation Grant Program for projects that implement mitigation measures to prevent and minimize the impacts of natural hazards affecting the State.  Appropriates funds.  Effective 7/1/3000.  (HD1)
