RELATING TO EMERGENCY MANAGEMENT POWERS.

Establishes a reporting requirement for the transfer of public moneys by the Governor, pursuant to the Governor's emergency powers.

RELATED TO DISASTER SERVICES.

Appropriates funds to establish the position of Limited English Proficiency Language Coordinator within the Hawaii Emergency Management Agency.  Declares that the general fund expenditure ceiling is exceeded.

RELATING TO STATEWIDE FIRE HELICOPTERS.

Establishes a statewide firefighting helicopter program, to be administered by the State Fire Marshal.  Appropriates funds to obtain helicopters, facilities equipment, and supplies; hire and train staff; and do other things necessary to ensure that the program is ready to begin providing aerial firefighting services on July 1, 2025.  Declares that the expenditure exceeds the state general fund expenditure ceiling for 2024-2025.  Establishes that this measure only takes effect if another bill is passed that establishes a State Fire Marshal position.

Authorizes the issuance of general obligation bonds and appropriates funds for planning, design, and construction for a warehouse to expand the Hawaii emergency management agency's ability to store and deploy supplies and equipment to all counties within the State.

RELATING TO LAW ENFORCEMENT.

Clarifies membership and certain powers and duties of the Law Enforcement Standards Board and establishes new deadlines for the completion of board responsibilities.

Appropriates funds to support the State's continued response to the August 2023 wildfires that affected the counties of Hawaii and Maui.

RELATING TO EMERGENCY MANAGEMENT.

Temporarily lifts various restrictions on the use of funds for Hawaii wildfire response and extends the lapse date of certain funds set aside for this purpose.

Authorizes the payment of allowances for TRICARE Reserve Select coverages to junior officers, warrant officers, or enlisted personnel of the Hawaii National Guard ordered to active duty for more than 30 days in service to the State.

RELATING TO WILDFIRE RISK MITIGATION.

Creates a process for electric utilities to develop and submit wildfire protection plans to the Public Utilities Commission for approval and allow the recovery of related costs and expenses through securitization, while avoiding a disproportionate impact on a specific ratepayer or county.

RELATING TO CIVIL AIR PATROL.

Appropriates funds for civilian auxiliary aviation services performed by the civil air patrol.

Permanently reinstates the liability protections previously afforded to county lifeguards providing services at state beach parks or in the ocean.

RELATING TO THE HAWAII CORRECTIONAL SYSTEM OVERSIGHT COMMISSION.

Lowers the salary of the Hawaii Correctional System Oversight Coordinator to be 100% of the salary of the Deputy Director of Human Resources Development, rather than 100% of the salary of the Director of Human Resources Development, effective 12/1/2024.
