RELATING TO SEXUAL EXPLOITATION.

Establishes safe harbor protections for survivors of sexual exploitation who seek medical or law enforcement assistance.  Effective 7/1/3000.  (HD1)

RELATING TO LAW ENFORCEMENT.

Requires the Law Enforcement Standards Board to develop, and each department employing law enforcement officers to implement, a structured health intervention program to support law enforcement officers' physical and mental health.  Effective 7/1/3000.  (HD1)

RELATING TO CRISIS INTERVENTION.

Establishes the behavioral health crisis center pilot program.  Authorizes the Department of Health to establish or contract with behavioral health crisis centers in each county.  Appropriates funds for the pilot program.  Effective 7/1/3000.  (HD1)

RELATING TO HEALTH.

Allows registered pharmacists during declared states of emergency to refill prescriptions for up to a thirty-day supply if the practitioner is unavailable or cannot be contacted to authorize the refill and if, in the pharmacist's professional judgment, failure to refill the prescription might interrupt the patient's ongoing care and have a significant adverse effect on the patient's well-being.  Effective 7/1/3000.  (HD2)

RELATING TO HOMELESSNESS.

Establishes a vacated homeless encampment clean up task force to identify parcels of land that require intergovernmental coordination to clean up vacated homeless encampments located on lands managed by government agencies, including but not limited to the United States Army Garrison Hawaii, and execute a memorandum of understanding to clean up vacated homeless encampments located on the identified parcels.  Requires reports to the Legislature.  Appropriate funds.  Effective 7/1/3000.  (HD1)

RELATING TO CHILD CARE.

Expands the existing state exemption for United States Department of Defense-certified child care providers to those operating off federal property.  Requires those Department of Defense-certified child care facilities with clients who are not children of enlisted families or who receive a child care subsidy from the Department of Human Services to have a memorandum of agreement with the Department of Human Services.  Effective 7/1/3000.  (HD2)

RELATING TO HEALTH.

Authorizes the Department of Health to require all restaurants and hotel establishments to maintain an inventory of an opioid antagonist.  Expressly permits law enforcement officers to carry an opioid antagonist while on-duty.  Requires funds for the purchase of opioid antagonists used by law enforcement officers employed by a county to be paid for using county funds.  Clarifies that emergency personnel and first responders may administer an opioid antagonist to an individual experiencing an opioid-related drug overdose.  Effective 7/1/3000.  (HD2)

RELATING TO MENTAL HEALTH.

Authorizes examination of defendants via telehealth.  Amends conditions for certain petty misdemeanants' release or examination of fitness to proceed.  Provides a mechanism for the automatic screening of certain nonviolent defendants for involuntary hospitalization or assisted community treatment.  Appropriates funds.  Effective 7/1/3000.  (HD3)
