Status

RELATING TO GOVERNMENT.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System (ERS) and without loss or interruption of benefits provided by the ERS or under chapter 88, HRS, if the retirant is employed as an investigator in a position identified by the Department of the Attorney General or an excluded management position identified by the Department of Agriculture as a labor shortage or difficult‑to‑fill position, subject to certain conditions.  Requires the Director of Human Resources of the appropriate state jurisdiction or the human resources management chief executive of each county to include in their annual reports to the Legislature, details on the employment of retirants as investigators pursuant to this measure.  Effective 7/1/2050.  (SD3)

Status

RELATING TO INTERNSHIPS.

Permits and appropriates moneys for the Department of Labor and Industrial Relations to enter into contracts with eligible employers or registered apprenticeship programs in the private sector to provide on-the-job training to eligible interns.  Declares that the general fund expenditure ceiling is exceeded.  Provides that the State shall be the responsible employer for purposes of workers' compensation coverage when a student or recent graduate performs paid or unpaid work for a private or public employer as part of a school-approved, work‑based learning program.  Requires the Department of Human Resources Development to collaborate with the Department of Labor and Industrial Relations for certain portions of the program.  Specifies that workers' compensation coverage for a recent graduate shall lapse on the last day of February of the graduating year for fall semester graduates and on 7/31 of the graduating year for spring semester graduates.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.  Effective 7/1/2050.  (SD2)

RELATING TO ADVISORY BOARDS.

Establishes advisory boards, focused on workforce development, for the Agribusiness Development Corporation, Hawaii Technology Development Corporation, and Natural Energy Laboratory of Hawaii Authority.  (SD2)

Status

RELATING TO WORKFORCE DEVELOPMENT.

Renames the "Hawaii Workforce Development Council" to the "Hawaii Workforce Development Board".  Requires the Workforce Development Board and local workforce development boards to develop written conflict of interest policies consistent with federal law and regulations.  Requires the Governor to select the chairperson of the board from among the board members.  Requires the Workforce Development Board to assist the Governor in coordinating local workforce development boards to improve the workforce development system.  Repeals the requirement for the Department of Labor and Industrial Relations to submit an annual report to the Legislature on the activities of the K-12 Agriculture Workforce Development Pipeline Initiative.  Restores program identification numbers and positions for the Hawaii Workforce Development Board that were transferred to the Workforce Development Division of the Department of Labor and Industrial Relations by Act 88, Session Laws of Hawaii 2021.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.  Takes effect 7/1/2050.  (SD2)

RELATING TO EQUITY.

Requires all places of public accommodation and state building constructions constructed after 12/31/24 to provide universal changing accommodations that are equally accessible regardless of gender.  Requires state building construction projects that are bid after 6/30/2025 to include universal changing accommodations that are equally accessible regardless of gender, when doing so is feasible and cost effective.  Takes effect 7/1/2040.  (SD2)

RELATING TO PROCUREMENT PREFERENCES AND RECIPROCITY.

Establishes a new accounting services procurement preference for certain Hawaii accounting service businesses.  Clarifies that the existing reciprocity procurement preference includes offerors under section 103D-303, HRS.  Takes effect 7/1/2112.  (SD1)

RELATING TO COUNTY LABOR STANDARDS.

Authorizes the counties to adopt labor standards that include but are not limited to standards for living wages, benefits, and requirements for participation in state-approved apprenticeship programs, provided that the labor standards adopted by the counties do not directly conflict with labor standards established by the State.  Takes effect 7/1/2112.  (SD1)

RELATING TO PUBLIC SERVICE.

Requires appointees for judicial vacancies to file certain disclosures with the State Ethics Commission.  Requires the Commission on Salaries to consider the deterrence of bribery and corruption when making its salary recommendations.  (SD1)

Status

RELATING TO FAMILY LEAVE.

Requires the Department of Labor and Industrial Relations to establish and administer a family leave insurance program.  Provides family leave insurance benefits and extends the period of family leave to 16 weeks for businesses that employ 1 or more employees who meet the hourly qualifications.  Eliminates the previous threshold of 100 employees for employers to be subject to the family leave law.  Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025.  Appropriates funds.  Effective 7/1/2050.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
