RELATING TO COLLECTIVE BARGAINING. Transfers the investigators of the Criminal Investigation Division, Narcotics Enforcement Division, Office of Homeland Security Division, Office of the Inspector General Division, and Sheriff Division of the Department of Law Enforcement who are subject to the statutory law enforcement standards for the state law enforcement officers from collective bargaining unit (13) into collective bargaining unit (14).

RELATING TO APPRAISAL MANAGEMENT COMPANIES. Reestablishes the appraisal management company registration program within the Department of Commerce and Consumer Affairs. Clarifies that chapter 466L, Hawaii Revised Statutes, is repealed. Applies registration requirements retroactively to 6/30/2023. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO PSYCHOLOGISTS. Authorizes the director of health to appoint psychologists to fill staff positions for the state mental health program.

RELATING TO THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES. Permits DAGS to employ persons exempt from civil service and collective bargaining.

RELATING TO AUTOMATED EXTERNAL DEFIBRILLATORS. No later than January 1, 2025, requires the Department of Accounting and General Services to install and maintain automated external defibrillators in all state buildings. Requires the Department of Accounting and General Services to provide trainings on the use of automated external defibrillators for certain state employees and security staff.

RELATING TO HEALTH BENEFITS. Amends the state and county contributions to the Hawaii Employer-Union Health Benefits Trust Fund for employees hired after 6/30/2024.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND BOARD OF TRUSTEES. Amends the composition of the Hawaii employer-union health benefits trust fund board of trustees. Clarifies vacancy procedures. Amends quorum requirements and voting powers.

RELATING TO A PILOT PROGRAM TO FILL VACANCIES. Establishes a 5-year behavioral health exempt employee pilot program, to be administered by the Department of Health, under which the Department may fill employee vacancies in the Department's Behavioral Health Services Administration in a manner that is exempt from chapter 76, Hawaii Revised Statutes. Declares that the general fund expenditure ceiling will be exceeded for the 2024-2025 fiscal year.

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT. Repeals the requirement that the director of human resources development must submit a report to the legislature before reclassifying and abolishing vacant positions within state departments and agencies that are under the jurisdiction of DHRD.

RELATING TO COLLECTIVE BARGAINING. Establishes a collective bargaining unit for graduate assistants employed by the University of Hawaii and community college system.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
