RELATING TO THE WAGE AND HOUR LAW. Amends the definition of "employee" in Hawaii's wage and hour law by repealing the definition's categorical exclusion of any employee who receives guaranteed compensation totaling $2,000 or more a month. Makes technical non substantive amendments.

RELATING TO THE CERTIFICATION OF DOCUMENTS. Establishes the Apostilles and Certifications Special Fund. Requires the Office of the Lieutenant Governor to set a fee for the issuance of an apostille or a non-apostille certification by administrative rules. Appropriates funds into and out of the special fund.

RELATING TO PROCUREMENT. Amends section 103D-307, HRS, to add equipment failures, repairs of public property to protect against further loss of, or damage to, public property, to prevent or minimize serious disruption in continued functioning of government services. Replaces Chief Procurement Officer approval with an accounting report to the legislature within sixty days after the end of the fiscal year in which the procurement was made.

RELATING TO PROCUREMENT. Amends section 103D-301, HRS, methods of source selection, to add the alternative procurement method. Amends chapter 103D, HRS, to add to part III a new section allowing an alternative procurement method when the federal government provides for or approves the alternative procurement method, and the head of the purchasing agency makes a written determination that it is neither practicable nor advantageous to use the existing statutory procurement methods.

RELATING TO PROCUREMENT FOR THE UNIVERSITY OF HAWAII. Removes the repeal and reenactment in Act 8, Special Session Laws of Hawaii 2021, to maintain the authority of the President of the University of Hawaii to act as the University of Hawaiiꞌs chief procurement officer.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. For members of the Employees' Retirement System hired after July 1, 2012, includes overtime in the definition of compensation when an employee has been directed by their supervisor or an appropriate authority to work more than their normal hours of service to perform specific duties and tasks related to an active emergency proclamation.

RELATING TO HIRING. Authorizes a state department, division, or agency, rather than the Department of Human Resources Development, to conduct a minimum qualification review of applicants for vacant positions within the department, division, or agency. Requires the Department of Human Resources Development to provide state departments, divisions, and agencies the applications received for vacancies under certain circumstances.

RELATING TO PAID FAMILY LEAVE. By 1/1/2026, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2027, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program.
