RELATING TO HEALTHCARE WORKFORCE DEVELOPMENT. Appropriates moneys to the Department of Labor and Industrial Relations and Department of Education to support healthcare workforce development programs, specifically the public high school healthcare workforce certificate program and glidepath program for certified nurse aides. Requires these appropriations to be matched using a state-to-private-funds ratio of 3:1. Appropriates moneys to renovate and equip certain public high school classrooms to be used for healthcare training. Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025.

RELATING TO DEPARTMENT OF EDUCATION PROCUREMENT. Exempts career and technical education goods and services purchases by the Department of Education from the State Procurement Code. Repeals on 7/1/2027.

RELATING TO EDUCATION. Requires that licensed teachers have their license revoked by the Hawaii Teachers Standards Board if the teacher is resigning or retiring during the pendency of any investigation into allegations of sexual assault, sexual harassment, or other physical abuse of a student.

RELATING TO WORKERS' COMPENSATION. Allows newly graduated high school students to be eligible for workers' compensation coverage during the summer following their high school graduation while participating in Department of Education sponsored work-based learning programs.

RELATING TO WORKERS' COMPENSATION. Transfers the rights, powers, functions, duties, resources, and individual budget of the department of education relating to workers' compensation for its employees from the department of education to the department of human resources development.

RELATING TO NON-GENERAL FUNDS. Reclassifies or repeals certain non-general funds of the Department of Labor and Industrial Relations, pursuant to the recommendations made by the Auditor in Auditor's Report No. 23-06.

RELATING TO THE LABOR EDUCATION ADVISORY COUNCIL. Specifies that the Labor Education Advisory Council shall be advisory to the President of the University of Hawaii on all activities and programs of the Center for Labor Education and Research. Requires written responses addressing the Council's advice and adoption of resolutions by the President and Chancellor of the University of Hawaii, West Oahu campus.

RELATING TO PUBLIC EMPLOYEE COMPENSATION. Repeals payroll day for public officers and employees by requiring them to be paid pursuant to a predicted payroll schedule, rather than an after-the-fact payroll schedule. Provides that the predicted payroll schedule shall not be subject to negotiation under Chapter 89, HRS. Makes appropriations to establish 6 full-time equivalent positions and to cover the costs of converting to a predicted payroll schedule. Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
