RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT. Repeals the requirement that the Director of Human Resources Development must submit a report to the Legislature before reclassifying and abolishing vacant positions within state departments and agencies that are under the jurisdiction of DHRD. Effective 7/1/3000. (HD1)

RELATING TO GENERAL EMPLOYEE ORIENTATION. Allows an employee or the exclusive representative, if applicable, to file a complaint with the Hawaii Labor Relations Board if the employer fails to comply with section 78-64, Hawaii Revised Statutes, relating to general employee orientation. Effective 7/1/3000. (HD1)

RELATING TO NON-GENERAL FUNDS. Reclassifies or repeals certain non-general funds of the Department of Labor and Industrial Relations, pursuant to the recommendations made by the Auditor in Auditor's Report No. 23-06. Exempts the boiler and elevator special fund from central services expenses. Effective 7/1/3000. (HD1)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND BASE COMPOSITE MONTHLY CONTRIBUTION. Increases the employer base composite monthly contribution effective 1/1/2025 by 5.2 per cent of the 2024 employer base. Provides that effective 1/1/2026, the employer base composite monthly contribution will be based on the change in medicare part B premiums from 2024 to 2025 and at a two-year lag thereafter. Effective 7/1/3000. (HD1)
