RELATING TO TAXATION.

For taxable years beginning after 12/31/2023, temporarily reinstates the Technology Infrastructure Renovation Tax Credit and expands the definition of "technology-enabled infrastructure" to include data servers.  Sunsets the tax credit for taxable years beginning after 12/31/2026.  Effective 7/1/3000.  (HD1)

Establishes and appropriates funds for permanent positions within the Employee Staffing Division of the Department of Human Resources Development for the recruitment and retention of state employees.  Effective 7/1/3000.  (HD2)

RELATING TO COLLECTIVE BARGAINING.

Requires the employer to initiate negotiations on repricing of classes within a bargaining unit within thirty days of its receipt of the exclusive representative's written request to negotiate.  Establishes that the employer's failure to initiate the negotiation within such time frame and the parties' failure to reach an agreement within ninety days of the exclusive representative's written request to negotiate or by January 31 of a year in which the collective bargaining agreement is due to expire, whichever is earlier, constitutes an impasse to which the impasse procedures shall apply, under certain conditions.  Effective 7/1/3000.  (HD1)

RELATING TO WORKERS' COMPENSATION.

Authorizes certain types of radiographical coverage and specialist consultations without a treatment plan within the context of workers' compensation coverage for employees with cervical and lumbar spinal injuries, or suspected cervical and lumbar spinal injuries.  Effective 7/1/3000.  (HD2)

RELATING TO THE WAGE AND HOUR LAW.

Changing the definition of "employee" in Hawaii's wage and hour law to exclude any employee who receives guaranteed compensation totaling $4,000 or more a month.  Effective 7/1/3000.  (HD2)

Clarifies the Employees' Retirement System's eligibility requirement definitions for service-connected disability and accidental death benefits.  Effective 7/1/3000.  (HD1)

RELATING TO ENFORCEMENT OF ORDERS OF WAGE PAYMENT.

Broadens enforcement of orders of wage payment violations to allow for certified copies of orders of wage payment violation to be filed in any court of competent jurisdiction.  Effective 7/1/3000.  (HD1)
