RELATING TO HAWAII RETIREMENT SAVINGS ACT. Clarifies the definition of "covered employer" under the Hawaii Retirement Savings Act. Requires covered employers to automatically enroll covered employees into the Hawaii Retirement Savings Program unless the employee chooses to opt out.

RELATING TO COLLECTIVE BARGAINING. Allows the public employer and exclusive representative to negotiate benefits of the Hawaii Employer-Union Health Benefits Trust Fund. Allows the exclusive representative to fully utilize dispute resolution and impass provisions under state law when negotiating the benefits and contributions to the Hawaii Employer-Union Health Trust Fund.

RELATED TO ADMINISTRATIVE PROCEDURES. Allows the Hawaii Labor Relations Board to admit and consider hearsay evidence.

RELATING TO COLLECTIVE BARGAINING. Requires employers to initiate negotiations on repricing of classes within a bargaining unit within 30 days of its receipt of the exclusive representative's written request to negotiate. Establishes that the employer's failure to initiate the negotiation within this time frame and the parties' failure to reach an agreement within 90 days of the exclusive representative's written request to negotiate, or by January 31 of the year in which the collective bargaining agreement is due to expire, whichever is earlier, constitute an impasse and the dispute shall be subject to the impasse procedures in section 89-11, Hawaii Revised Statutes.

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT. Repeals the requirement that the director of human resources development must submit a report to the legislature before reclassifying and abolishing vacant positions within state departments and agencies that are under the jurisdiction of DHRD.

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT. Appropriates funds to establish full-time equivalent ( .0 FTE) positions within the Employee Classification and Compensation Division of the Department of Human Resources Development to perform employee classification duties. Declares that the general fund expenditure ceiling is exceeded.

RELATING TO TELEWORKING. Requires and appropriates moneys for the Department of Human Resources Development to submit an annual report to the Legislature on the telework policies of the Executive Branch. Establishes requirements for a pilot telework monitoring system to assess the productivity of telework employees. Appropriates funds to develop, implement, and administer the pilot telework monitoring system and to establish positions. Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025.
