      Status & Testimony

RELATING TO INSURANCE.

Authorizes the issuance of employer-sponsored high deductible health plans under certain conditions.  Requires maintenance of health savings accounts in conjunction with high deductible health plans.  Specifies that employers and insurers that buy or sell high deductible health plans remain subject to the Prepaid Health Care Act.  Repeals 06/30/2029.

RELATING TO TAXATION.

Establishes income tax credits for employers who offer employer-provided or employer-sponsored child care services for their employees.

RELATING TO EMPLOYEE BENEFITS.

Extends, under certain conditions, the family leave period for up to eight additional weeks for employees who are unable to perform their employment duties due to the birth of a child who is required to stay in a neonatal intensive care unit.  Requires the Civil Rights Commission to amend its rules to include neonatal care as a related medical condition whenever certain phrases are used.

RELATING TO ECONOMIC DEVELOPMENT.

Requires the Department of Labor and Industrial Relations to establish a three-year child care pilot grant program to provide grants to employers to assist in offering child care or caregiving support for their employees.

      Status & Testimony

RELATING TO FAMILY LEAVE.

Requires the department of labor and industrial relations to establish and administer a family leave insurance program.  Provides family leave insurance benefits and extends the period of family leave to 16 weeks for businesses that employ one or more employees who meet the hourly qualifications.  Eliminates the previous threshold of 100 employees for employers to be subject to the family leave law.  Appropriates funds.

SB 1580

RELATING TO LABOR STANDARDS AT HEALTH CARE FACILITIES.

Establish certain minimum staff-to-patient ratios for hospitals, care homes, and dialysis facilities.  Requires hospitals to create hospital staffing committees and staffing plans.  Establishes certain meal break, rest break, and overtime provisions applicable to health care personnel at hospitals, care homes, and dialysis facilities.  Appropriates moneys to the Department of Labor and Industrial Relations for implementation and enforcement.

RELATING TO WORKPLACE SAFETY.

Allows a person who employs or contracts with a health care worker who suffers an act of violence to report the event to law enforcement and petition for a temporary restraining order and injunction under certain circumstances.

RELATING TO HOMELESSNESS.

Establishes the Homeless Employment Grant Program, a three-year pilot program, that provides homeless individuals with work opportunities and connects them with service providers.  Requires the Department of Human Services to report to the Legislature.  Declares that the general fund expenditure is exceeded.  Makes an appropriation.
