RELATING TO THE CHILD PROTECTIVE ACT. Adds a definition for "exigent circumstances" and amends the definitions of "harm" and "imminent harm" under the Child Protective Act. Clarifies when the police may take protective custody of a child and when the Department of Human Services may assume temporary foster custody of a child when exigent circumstances are present. Creates a judicial process for filing a petition for an order for protective custody, including the circumstances where such an order may be issued without notice and without a hearing. Effective 7/1/3000. (HD1)

RELATING TO INVASIVE SPECIES. Provides that each lease that the Department of Agriculture enters into, renews, or extends shall authorize the DOA to enter the leased premises with prior notification to survey for, identify, investigate, control, or eradicate pests; work cooperatively with a lessee to seek funding and develop a plan to maintain control of any pests on the leased premises; and terminate the lease if the lessee refuses the DOA entry or refuses to work cooperatively toward the control or eradication of pests. Effective 7/1/3000. (HD1)

RELATING TO PUBLIC HEALTH STANDING ORDERS. Authorizes the Director of Health to issue public health standing orders for patients to self-refer to certain health care screening services. Establishes requirements for the provision of items or services pursuant to a public health standing order. Establishes the Public Health Standing Orders Working Group. Sunsets 6/30/2027. Effective 7/1/3000. (HD1)

RELATING TO MEDICAL CARE FOR MINORS. Authorizes minors who are fourteen years of age or older to consent to medical care and services for sexually transmitted infections, pregnancy, and family planning services, including the prevention of sexually transmitted infections. Requires confidentiality policies and practices for insurers and health care providers. Effective 7/1/3000. (HD1)

RELATING TO ALCOHOL. Expands the definition of "beer" under the intoxicating liquor law to mean any alcoholic beverage containing not less than 0.5% alcohol by volume obtained by fermentation of any infusion or decoction of malt or any substitute, including alcohol seltzer beverages and excluding sake, cooler beverages, and other distilled products. Authorizes brewpubs to sell beer they manufacture, or beer manufactured on their premises, subject to certain conditions. Takes effect 1/1/2025. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
