RELATING TO PUBLIC FINANCING FOR CANDIDATES TO ELECTED OFFICE.

Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State of Hawaii, to begin with the 2028 general election year.  Requires the Campaign Spending Commission to submit a progress and final report to the Legislature.  (SD2)

RELATING TO CAMPAIGN FINANCE.

Prohibits foreign entities and foreign-influenced business entities from making contributions, expenditures, electioneering communications, or donations for election purposes.  Requires every business entity that contributes or expends funds in a state election to file a statement of certification regarding its limited foreign influence.  Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement.  Takes effect 1/1/2026.  (SD1)

Allows an election candidate, treasurer, or candidate committee to use campaign funds for the candidate's child care and vital household dependent care costs under certain conditions.

RELATING TO THE STATE ETHICS COMMISSION.

Clarifies and modernizes the way the State Ethics Commission provides advice and conducts investigations.  (SD1)

Adjusts the reporting period for gift disclosures filed with the state Ethics Commission to conform with the fiscal year.  Provides for electronic filing of documents required by the Ethics Commission.

RELATING TO LOBBYING.

Amends the definition of "lobbying" to include communications regarding procurement decisions with certain high-level government officials.  Establishes certain presumptions regarding testimony when given by a paid person.  Makes certain contracts voidable when entered into in violation of lobbying law.  Takes effect 1/1/2027. RELATING TO WORKPLACE SAFETY.

Allows a person who employs or contracts with a health care worker who suffers an act of violence at the health care facility to report the event to law enforcement and petition for a temporary restraining order and injunction under certain circumstances.  (SD2)

Status

RELATING TO ANIMAL ENDANGERMENT.

Prohibits intentionally leaving or confining pet animals in a vehicle under conditions that endanger their health, safety, or well-being.  Permits law enforcement officers, animal control officers, and firefighters to enter an unattended vehicle to protect the health, safety, or well-being of a pet animal that is endangered by being left or confined in an unattended vehicle.  Allows private citizens to rescue a pet animal that has been left in an unattended vehicle under certain circumstances.  Takes effect 4/14/2112.  (SD2)

RELATING TO STATUTORY REVISION:  AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES OR THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, OR DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends or repeals various provisions of the Hawaii Revised Statutes or the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, or deleting obsolete or unnecessary provisions.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
