PROPOSING AN AMENDMENT TO ARTICLE 1, SECTION 23, OF THE HAWAII CONSTITUTION RELATING TO MARRIAGE. Proposes a constitutional amendment to remove the legislature's authority to limit marriage to opposite-sex couples.

RELATING TO LICENSING. Authorizes the Director of Health to permit online access to apply for marriage and civil union licenses in lieu of in-person applications, as specified in rules adopted pursuant to chapter 91, Hawaii Revised Statutes.

RELATING TO THE MAUNA KEA STEWARDSHIP AND OVERSIGHT AUTHORITY. Authorizes 2 or more members of the Mauna Kea Stewardship and Oversight Authority to meet during the transition period described in section 195H-6, HRS, regarding any matter relating to the Authority's business; provided that no commitment to vote is made or sought and no decision-making action is taken. Clarifies that the Authority is subject to state sovereign immunity.

RELATING TO VETERINARY MEDICINE. Prohibits animal owners and their employees from performing any surgical procedures on the owner's animal or animals. Prohibits the elastration, or castration via banding, of a pet animal. Provides that a violation of the prohibitions is a class C felony. Clarifies that the offense of cruelty to animals in the first degree does not apply to accepted veterinary practices and cropping or docking as customarily practiced when the procedures are performed by a licensed veterinarian.

RELATING TO ANIMAL CRUELTY. Amends the criminal penalties for various animal cruelty offenses by increasing the category of offense.

RELATING TO PET SALES. Beginning January 1, 2025, establishes provisions relating to retail pet sales. Authorizes retail pet stores to showcase pet animals owned by a nonprofit animal welfare organization.

RELATING TO ANIMAL CRUELTY. Creates penalties relating to the fighting of birds.

RELATING TO PARROTFISH. Amends conservation and resources law to prohibit: (1) Commercial sales of parrotfish that have been caught by spearing; and (2) The spearing of parrotfish in state waters after sunset or before sunrise.

RELATING TO SUICIDE PREVENTION AND AWARENESS MONTH. Amends Act 36, SLH 2019, to change the effective date from 7/1/2050 to 7/1/2024.

RELATING TO PARKING FOR DISABLED PERSONS. Establishes a travel placard to be issued to an existing permittee, allowing the person to park a vehicle at a Hawaii airport or port reserved accessible parking space and take the second placard for use at the travel destination.

RELATING TO WORKPLACE SAFETY. Allows a person who employs or contracts with a health care worker who suffers an act of violence to report the event to law enforcement and petition for a temporary restraining order and injunction under certain circumstances.

RELATING TO PUBLIC CORRUPTION. Increases the penalties for bribery offenses under certain circumstances.

RELATING TO STANDARDS OF CONDUCT. Clarifies disclosures required from members of the Legislature.

RELATING TO TRANSIT-ORIENTED DEVELOPMENT PLANNING. Amends the membership of the Hawaii Interagency Council for Transit-Oriented Development to replace the Director of Law Enforcement with the Director of Corrections and Rehabilitation.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
