RELATING TO PROFESSIONAL LAND SURVEYORS.

Establishes a twenty year statute of repose for land surveyors, after which time a complaint cannot be made.  Effective 7/1/3000.  (HD1)

RELATING TO EDUCATION.

Requires that licensed teachers have their license revoked by the Hawaii Teachers Standards Board if the teacher resigned or retired during the pendency of any investigation into allegations of sexual assault, sexual harassment, or other physical abuse of a student.  Effective 7/1/3000.  (HD1)

RELATING TO SCHOOL BUS SERVICES.

Authorizes the use of motorcoaches, small buses, and vans for school bus services if certain conditions are met.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO CORRECTIONS.

Restricts the use of solitary confinement in state-operated and state-contracted correctional facilities, with certain specified exceptions.  Prohibits the use of solitary confinement and requires the use of appropriate alternatives for committed persons who are members of a vulnerable population.  Requires the Department of Corrections and Rehabilitation to develop written policies and procedures regarding solitary confinement by 7/1/2025.  Requires the Department to develop policies and procedures to review committed persons placed in solitary confinement and develop a plan for committed persons currently in solitary confinement by 4/1/2025.  Requires a report to the Legislature and Hawaii Correctional System Oversight Commission.  Effective 7/1/3000.  (HD1)

RELATING TO CHILD CARE.

Expands the existing state exemption for United States Department of Defense-certified child care providers to those operating off federal property.  Requires those Department of Defense-certified child care facilities with clients who are not children of enlisted families or who receive a child care subsidy from the Department of Human Services to have a memorandum of agreement with the Department of Human Services.  Effective 7/1/3000.  (HD1)

Status

RELATING TO HEALTH.

Permits law enforcement officers to carry an opioid antagonist while on-duty.  Requires funds for the purchase of opioid antagonists used by law enforcement officers employed by a county to be paid for using that county's general revenues or share of any opioid litigation proceeds.  Authorizes law enforcement officers to administer an opioid antagonist.  Establishes immunity for law enforcement officers who administer an opioid antagonist during an opioid-related drug overdose.  Permits the Department of Health to establish education and training for law enforcement personnel.  Authorizes the Department of Health to require all restaurants and hotel establishments to maintain an inventory of an opioid antagonist.  Effective 7/1/3000.  (HD1)

RELATING TO DRIVING WITHOUT A LICENSE.

Adds forfeiture of a vehicle as a maximum penalty on a third conviction for operating a motor vehicle without a license within a five-year period.  Effective 7/1/3000.  (HD1)

RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD.

Clarifies that the Small Business Regulatory Review Board has the authority to review legislation affecting small businesses in response to a request from small business owners.  Effective 7/1/3000.  (HD1)

RELATING TO THE STATE SEAL.

Requires the use of modern Hawaiian orthography, including the kahakō and ʻokina, on the state seal.  Provides that valid representations of the seal created before this Act shall remain valid.  Effective 7/1/3000.  (HD1)

Requires license plates issued on or after 1/1/2025 to include ʻokina in the word "Hawaiʻi".  Authorizes the use of all uppercase letters, all lowercase letters, or initial capital letters in motor vehicle license plates.  Effective 7/1/3000.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
