Status

RELATING TO FIREWORKS.

Establishes jurisdiction for the Department of Law Enforcement over enforcement of chapter 132D, HRS, relating to illegal fireworks.  Establishes provisions for police and fire officers to enter premises and for the Director of Law Enforcement to inspect premises.  Requires license and permit holders to maintain records and report instances of illegality in relation to fireworks.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.

Imposes a statewide limitation on consumer fireworks, except by permit for use at cultural events.

RELATING TO SEXUAL ABUSE OF MINORS.

Expands the time period by which a civil action for childhood sexual abuse may be initiated.  Authorizes a court to require personnel of legal entities to undergo training on trauma-informed response.

RELATING TO LAW ENFORCEMENT.

Requires the Law Enforcement Standards Board to develop, and each department employing law enforcement officers to implement, a structured health intervention program to support law enforcement officers' physical and mental health.

RELATING TO LAW ENFORCEMENT.

Establishes as a goal of the State the increased representation of female law enforcement officers in the State by 2030.  Requires each law enforcement agency to recruit law enforcement officers from diverse backgrounds.

Status

RELATING TO THE CHILD ABUSE AND NEGLECT CENTRAL REGISTRY.

Clarifies that a confirmed report of harm or threatened harm, as defined in chapter 587A, or child abuse and neglect, as defined in chapter 350, will result in the perpetrator's name being maintained in the central registry.  Clarifies when a confirmed report may be expunged from the central registry, and establishes a process for expungement upon request.

Status

RELATING TO DANGEROUS DOGS.

Establishes requirements and penalties for owners of dangerous dogs.  Allows for impounding of dangerous dogs under certain conditions.  Effective 1/1/2025.

Status

RELATING TO THE DEPARTMENT OF LAW ENFORCEMENT.

Expands the requirements of section 353C-9, HRS, to require the Department of Law Enforcement to pursue and obtain accreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc. for all divisions and sections within the Department of Law Enforcement.  Establishes five CALEA coordinator positions, exempt from civil service, within the Department of Law Enforcement to ensure the department meets and maintains the standards set by the Law Enforcement Standards Board and accreditation of the Commission on Accreditation for Law Enforcement Agencies, Inc.

Status

RELATING TO HOMELAND SECURITY.

Establishes the Cybersecurity, Economic, Education, and Infrastructure Security Coordinator within the Department of Law Enforcement.  Amends sections 76-16 and 128A-3, HRS.

Status

RELATING TO THE PENAL CODE.

Requires the Judicial Council to conduct a comprehensive review of the Hawaii Penal Code and to recommend proposed changes.  Requires the Judicial Council to appoint an advisory committee to assist in the review, and allows the Council to also appoint a reporter and other staff as necessary.  Requires the advisory committee to report to the Legislature.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.

Status

RELATING TO FIREARMS.

Appropriates an unspecified sum to the Department of Law Enforcement for the State's gun buyback program.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
