Status

RELATING TO THE DISCLOSURE OF PERSONAL INFORMATION ASSOCIATED WITH CERTAIN PUBLIC SERVANTS.

Prohibits government agencies, persons, and organizations from publicly disclosing the personal information of certain public servants and their families upon receiving a written request.  Establishes a misdemeanor offense for individuals who post personal information on the Internet in reckless disregard of the risk of harm to certain public servants and their families.  Authorizes the display of personal information that is relevant to and displayed as part of a news story, commentary, editorial, or other speech on a matter of public concern.  Effective 1/1/2025.

RELATING TO CONDOMINIUMS.

Requires the Real Estate Commission (Commission) to receive and investigate complaints by condominium unit owners against associations that are subject to chapter 514B, Hawaii Revised Statutes.  Requires the Ombudsman to issue findings within an unspecified number of days after a complaint is filed with the Ombudsman against the Commission regarding the Commission's foregoing duties.

RELATING TO RELATIVE RESOURCE CAREGIVERS.

Clarifies when a relative seeking to be a resource caregiver for a child is entitled to an administrative appeal for denial of a foster home license.  Effective 7/1/3000.  (HD1)

Status

RELATING TO THE CHILD PROTECTIVE ACT.

Adds a definition for "exigent circumstances" and amends the definitions of "harm" and "imminent harm".  Clarifies when the police may take protective custody of a child and when the department may assume temporary foster custody of a child when exigent circumstances are present.  Creates a judicial process for filing a petition for an order for protective custody, including the circumstances where such an order may be issued without notice and without a hearing.  Effective 7/1/3000.  (HD1)

RELATING TO THE CHILD PROTECTIVE ACT.

Amends the definition of "harm" under the Child Protective Act.  Requires a service plan to include an evaluation or assessment of family members in the family home who are perpetrators or alleged perpetrators of domestic violence by a service provider trained in domestic violence.  Effective 7/1/3000.  (HD1)

Status

RELATING TO WILDLIFE.

Expands the department of land and natural resources' rulemaking authority to include any rule deemed necessary to protect certain wildlife.  Expands the board of land and natural resources' authority to timely adopt, amend, or repeal certain natural resource rules by formal action at a publicly noticed meeting if the board finds that such adoption, amendment, or repeal is necessary to implement effective and adaptive management measures in response to impacted natural resources or in light of newly available technology or data.  Effective 7/1/3000.  (HD1)

RELATING TO THE HAWAII TOURISM AUTHORITY.

Clarifies that a member of the Board of Directors of the Hawaii Tourism Authority shall hold office as a holdover until a successor is appointed by the Governor and repeals the successor's requirement for Senate confirmation.  Effective 7/1/3000.  (HD1)

Status

RELATING TO THE BOARD OF EDUCATION.

Requires the board of education to invite the exclusive representative for bargaining unit (5) (teachers and other personnel of the department of education) to appoint a nonvoting public school teacher representative to the board and the exclusive representative for bargaining unit (6) (educational officers) to appoint a nonvoting public school administrator representative to the board.  Effective 7/1/3000.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
