RELATING TO MEDICAL CANNABIS.

Amends the circumstances under which medical cannabis may be transported by and between dispensaries.  Requires the Department of Health to adopt rules.

Status

RELATING TO MEDICAL CANNABIS.

Repeals the sunset date of the authorization for primary caregivers to cultivate medical cannabis for qualifying patients and clarifites that primary caregivers may continue to cultivate medical cannabis for qualifying patients subject to certain restrictions.

Status

RELATING TO CRIMINAL HISTORY RECORD CHECKS.

Authorizes the Department of Health to conduct fingerprinting and criminal history record checks of applicants who apply for a permit to operate as a hemp processor.

RELATING TO THE TESTING OF CANNABIS AND MANUFACTURED CANNABIS PRODUCTS.

Requires the Department of Health to implement a post-market testing program to verify the labeling on cannabis and manufactured cannabis products and monitor the shelf lives of cannabis and manufactured cannabis products.

Establishes one additional district court judgeship in the First Circuit.

Updates the Uniform Probate Code by reducing the number of required publications of a notice to creditors by a trustee to once a week for two successive weeks, consistent with amendments made by Act 158, SLH 2023, to publication requirements applicable to probate matters generally.

Establishes a court's authority to issue an order restricting abusive litigation.

RELATING TO THE OFFICE OF THE PUBLIC DEFENDER.

Appropriates moneys for 4.0 FTE deputy public defender positions within the Office of the Public Defender (BUF151) and requires that one of the positions be assigned to the family court section.

RELATING TO A PROBATION COMPLIANCE CREDITS PROGRAM.

Requires the Judiciary to establish a compliance credits pilot program for probationers that comply with their conditions of supervision.

Status

RELATING TO CIVIL LEGAL SERVICES.

Requires and appropriates moneys for the Judiciary to develop a 3-year civil legal services pilot program to provide civil legal services at no cost to eligible parties.  Requires reports to the Legislature prior to the convening of the Regular Sessions of 2025, 2026, and 2027.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

HB 2570

Status

RELATING TO ATTORNEYS.

Requires petitions or motions for a pro hac vice appearance for a court proceeding or arbitration proceeding to be supported by evidence of the applicant's and local counsel's Hawaii business registrations, the applicant's and local counsel's Hawaii general excise tax license numbers, an affirmation that both the applicant and local counsel will pay all state income tax due for Hawaii business activities, and all other information or documentation required by the Rules of the Supreme Court of the State of Hawaii.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
