RELATING TO THE PROCEDURE FOR PAYMENT UNDER PROTEST LAWSUITS.

Allows for the interest earned on payments under protest in the litigated claims fund to be paid in nontaxation cases if the claimant prevails.  Establishes a procedure for the disposition of moneys and refiling of actions when a payment under protest suit is filed prematurely.  Effective 7/1/3000.  (HD1)

RELATING TO THE PROCEDURE FOR TAX APPEALS.

Removes language specifying that an appeal from the Tax Appeal Court be filed with the Tax Appeal Court.  Allows an appeal from the Tax Appeal Court to be filed within thirty days of entry of a final judgment.  Effective 7/1/3000.  (HD1)

RELATING TO THE UNIFORM PROBATE CODE.

Updates the Uniform Probate Code by reducing the number of required publications of a notice to creditors by a trustee to once a week for two successive weeks, consistent with amendments made by Act 158, SLH 2023, to publication requirements applicable to probate matters generally.

RELATING TO TAX ENFORCEMENT.

Authorizes the Department of Taxation to serve administrative subpoenas outside the State.  Effective 7/1/3000.  (HD1)

RELATING TO EXPUNGEMENT.

Expands expungement eligibility to persons whose convictions for consuming a measurable amount of alcohol while underage or first-time property offenses predated current expungement provisions.  Effective 7/1/3000.  (HD1)

RELATING TO ATTORNEYS.

Requires petitions or motions for a pro hac vice appearance for a court or arbitration proceeding to be supported by certain evidence to ensure that both the applicant and local counsel will pay all state income tax due for Hawaii business activities as well as any other information or documentation required by the Rules of the Supreme Court of the State of Hawaii.  Effective 7/1/3000.  (HD1)
