RELATING TO SUICIDE PREVENTION AND AWARENESS MONTH.

Amends Act 36, SLH 2019, to change the effective date from 7/1/2050 to 7/1/2024.

Reschedules the post-election assembly of presidential electors to the first Tuesday after the second Wednesday in December next following their election.

RELATING TO INDECENT EXPOSURE.

Raises the criminal penalty for the offense of indecent exposure from a petty misdemeanor to a misdemeanor if the victim is less than sixteen years of age.  Provides that the state of mind requirement is not applicable to the fact that the victim is less than sixteen years of age and that the actor is strictly liable with respect to the attendant circumstance that the victim was less than sixteen years of age.  Effective 7/1/3000.  (HD1)

Establishes requirements and penalties for owners of dangerous dogs.  Allows for impounding of dangerous dogs under certain conditions.  Effective 1/1/3000.  (HD1)

RELATING TO CAMPAIGN FINANCE.

Prohibits contributions from persons convicted or found in violation of various campaign finance, ethical, or lobbying offenses.  Requires unlawful contributions to escheat to the Hawaii Election Campaign Fund.  Requires contributions held by persons who were convicted or found in violation of any of the various campaign finance, ethical, or lobbying offenses to be returned to their respective contributors and, if not returned, to escheat to the Hawaii Election Campaign Fund.  Effective 7/1/3000.  (HD1)

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES.

Makes appropriations and approves payments for claims against the State, its officers, and its employees.  Effective 7/1/3000.  (HD2)
