RELATING TO BURIAL SITES.

Imposes a fine on any landowner that fails to disclose or record the existence of burial sites or archaeological sites on their property to the Bureau of Conveyances that the landlord knew or should have known of.  Imposes a fine on any landowner that fails to record their property with the Hawaii Register of Historic Places prior to or concurrent with a real estate transaction when they knew or should have known that an obligation existed.  (SD1)

RELATING TO THE ENVIRONMENT.

Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters, under certain conditions.  Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters.

RELATING TO WORKPLACE SAFETY.

Allows a person who employs or contracts with a health care worker who suffers an act of violence at the health care facility to report the event to law enforcement and petition for a temporary restraining order and injunction under certain circumstances.  (SD1)

RELATING TO VETERINARY MEDICINE.

Prohibits individuals without a valid unrevoked license obtained from the Hawaii Board of Veterinary Medicine from performing any surgical procedure on any animal.  Makes performing any surgical procedure on any animal without a valid unrevoked license obtained from the Hawaii Board of Veterinary Medicine a class c felony.  Makes cropping and docking offenses of cruelty to animals in the first degree.  (SD1)

RELATING TO ANIMAL ENDANGERMENT.

Prohibits intentionally leaving or confining pet animals in a vehicle under conditions that endanger their health, safety, or well-being.  Permits law enforcement officers, animal control officers, and firefighters to enter an unattended vehicle to protect the health, safety, or well-being of a pet animal that is endangered by being left or confined in an unattended vehicle.  Allows private citizens to rescue a pet animal that has been left in an unattended vehicle under certain circumstances.  (SD1)

RELATING TO INVASIVE SPECIES.

Provides that each lease that the Department of Agriculture enters into, renews, or extends after the effective date of this Act shall authorize the DOA to:  (1) Enter the leased premises at any time to survey for, identify, investigate, control, or eradicate invasive pests; (2) Require a lessee to maintain control of any invasive pests on the leased premises, at the lessee's expense; and (3) Terminate the lease if the lessee refuses the DOA entry or is found in violation of any applicable law, rule, or order relating to the control or eradication of invasive pests.  (SD1)

RELATING TO HUNTING GUIDES.

Requires hunting guides who take their clients to hunt on private lands to first obtain written permission from the owner of the private land, or occupier or holder, where appropriate.  Requires hunting guides to provide copies of the written permissions obtained to hunt on private lands as part of their annual reports to the Department of Land and Natural Resources.  Takes effect 7/1/2050.  (SD1)

RELATING TO NOISE POLLUTION.

Establishes a separate prohibition on driving motor vehicles having noisy mufflers on public highways in high-density areas.  Authorizes police officers to conduct examinations and inspections of motor vehicle mufflers in high-density areas.  Establishes separate fines for violations of motor scooter and motor vehicle muffler regulations.  Defines "high-density areas".  (SD1)

RELATING TO THE CHILD PROTECTIVE ACT.

Adds a definition for "exigent circumstances" and amends the definition of "imminent harm" under the Child Protective Act.  Authorizes the child's family to consent to protective custody or temporary foster custody of a child.  Clarifies the circumstances when police officers shall assume protective custody of a child and when the Department of Human Services shall assume temporary foster custody of a child.  Authorizes the Department of Human Services to file a petition and seek an ex parte motion for protective custody if there is reasonable cause to believe that a child is subject to imminent harm.  Takes effect 7/1/2025.  (SD1)

RELATING TO CONSUMER PROTECTION.

Prohibits any person from advertising, displaying, or offering a price for a transient accommodation or resort time share vacation interest, plan, or unit that does not include all taxes and fees imposed by a government entity at the time of purchase.  Requires a person to clearly and conspicuously display in each advertisement for a transient accommodation or resort time share vacation interest, plan, or unit a rate or price that includes all taxes and fees imposed by a government entity.  Requires any taxes and fees that are displayed as a percentage of the cost on a booking transaction to also be displayed as a dollar amount at the time of purchase.  Takes effect 7/1/2040.  (SD1)

RELATING TO PET SALES.

Requires retail pet stores to maintain records regarding the source and medical history of animals sold and provide records to pet purchasers, subject to the discretion of the retail pet store.  Establishes penalties.  Authorizes retail pet stores to showcase pet animals owned by a nonprofit animal welfare organization.  Takes effect 7/1/2040.  (SD1)

RELATING TO NEIGHBORHOOD BOARDS.

Defines "community outreach board" to mean a board established to serve in a community advisory capacity under a county department.  Includes community outreach boards under existing provisions of the Sunshine Law regarding neighborhood boards.  Authorizes neighborhood board or community outreach board members to attend meetings or presentations related to official board business statewide.  Takes effect 7/1/2112.  (SD1)

RELATING TO HOUSING.

Prohibits a county from changing the land use designation or zoning of a parcel or parcels of property to a less intensive use or reducing the intensity of land use within an existing zoning district below what was allowed under the general plan or specific land use designation and zoning ordinances in effect on January 1, 2024.  Allows a county to change a land use designation or zoning ordinance to a less intensive use if the county concurrently enacts measures to ensure that there is no net loss in residential capacity.

RELATING TO THE TAKING OF MARINE DEPOSITS.

Authorizes the Department of Land and Natural Resources to approve permits for research, education, management, or propagation purposes that include the taking of sand, dead coral, coral rubble, rocks, soil, and other marine deposits seaward of the shoreline.  Takes effect 7/1/2050.  (SD1)
