Clarifies labeling requirements for macadamia nuts.  Requires country of origin to be included on the label of a consumer package of raw or processed macadamia nuts.  Allows a private right of action for violations.  (SD1)

RELATING TO CAMPAIGN FINANCE.

Prohibits foreign entities and foreign-influenced business entities from making contributions, expenditures, electioneering communications, or donations for election purposes.  Requires every business entity that contributes or expends funds in a state election to file a statement of certification regarding its limited foreign influence.  Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement.  Takes effect 1/1/2026.  (SD1)

RELATING TO FIREARMS.

Amends the prohibition on certain assault weapons to include assault rifles, assault shotguns, .50 caliber rifles, and assault weapon attachments.  Modernizes the prohibition on assault pistols to include pistols with one or more prohibited feature.  Expands the ban on pistols with a detachable magazine with over a ten round capacity to any firearm with a detachable magazine with over a ten round capacity.  Prohibits persons from bringing or causing to be brought into the State an assault rifle or assault shotgun.  Prohibits the sale or transfer of an assault rifle or assault shotgun in the State, unless the assault rifle or assault shotgun is sold or transferred to an authorized individual.  Creates exceptions for the acquisition and possession of prohibited firearms for members of law enforcement and the military.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Excludes from any waiting list maintained by the Department of Hawaiian Home Lands any lessee or successor who sells or transfers their lease on a tract of Hawaiian home lands for personal gain.  Establishes that the Hawaiian Homes Commission shall have a right of first refusal for the sale or transfer of a lessee's interest in the lease when the sale or transfer is for personal gain.  (SD1)

RELATING TO HAWAIIAN HOME LANDS.

Provides that a living beneficiary's place on the Department of Hawaiian Home Land's waitlist for any residential, agricultural or pastoral tract may be designated for transfer to a successor if the living beneficiary dies before receiving an offer for a tract; provided that the successor shall be at least 1/32 Hawaiian.  Takes effect on either the date of the Secretary of the Interior's notification that congressional approval of this Act is unnecessary, or on the date of consent by the United States Congress.  (SD1)

Authorizes the Governor to execute a compact on behalf of the State to cooperate in the Pacific States Marine Fisheries Commission.  Establishes procedures for selection and succession of commissioners.  Takes effect 7/1/2050.  (SD1)

RELATING TO REGULATION OF ARCHAEOLOGICAL ACTIVITIES.

Clarifies that failure to comply with approved mitigation commitments, conduct an archaeological inventory survey, or comply with other administrative requirements pertaining to archaeology approved by the Department of Land and Natural Resources shall result in civil and administrative violations.  Takes effect 7/1/2050.  (SD1)

RELATING TO MENTAL HEALTH SERVICES FOR CHILDREN AND ADOLESCENTS.

Clarifies and updates the responsibilities of the Child and Adolescent Mental Health Division of the Department of Health to reflect the current mental health systems of care to address the mental health needs of children and adolescents in the State.  (SD1)

RELATING TO PARKING FOR DISABLED PERSONS.

Authorizes the Examiner of Drivers to suspend the driver's license of a person using a parking permit issued to a deceased person who was deceased when the permit was issued to obtain parking privileges.  Provides that fifty per cent of any fine imposed for violating part III of chapter 291, HRS, is remitted to the law enforcement agency that issued the citation.  Authorizes each county to enact ordinances to enforce the design and construction requirements for the provision of accessible parking spaces, including the establishment of penalties for failure to comply with the ordinances.  Authorizes officials appointed by a county to enter the property of places of public accommodation to enforce violations of the county ordinances.  (SD1)

Prohibits a landlord or the landlord's agent from charging an application fee for a criminal background check or credit report if an applicant provides a certified copy of a criminal background check or credit report or makes a comprehensive reusable tenant report available to the landlord or the landlord's agent.  Requires a landlord or the landlord's agent to provide, upon request, a certified copy of an applicant's criminal background check or credit report.  Takes effect 7/1/2040.  (SD1)

RELATING TO ACCESS TO VITAL RECORDS FOR THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Authorizes the Department of Hawaiian Home Lands to access vital records for purposes of verifying native Hawaiian ancestry for beneficiary programs.  Requires the Department of Health and the Department of Hawaiian Home Lands to enter into a Memorandum of Agreement to assure appropriate access and handling of confidential records and sealed records that have been unsealed pursuant to court order.  (SD1)

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Makes housekeeping amendments to sections 356D-8, 356D-10, 356D-21, 356D-22, 356D-23, and 356D-24, HRS, to incorporate the definition of "housing project" in section 356D-11, HRS, to align with previous amendments to chapter 356D, HRS, under Act 251, SLH 2022.

RELATING TO THE CHILD ABUSE AND NEGLECT CENTRAL REGISTRY.

Clarifies that a confirmed report of harm or threatened harm, as defined in chapter 587A, HRS, or child abuse and neglect, as defined in chapter 350, HRS, will result in the perpetrator's name being maintained in the central registry.  Clarifies when a confirmed report may be expunged from the central registry, and establishes a process for expungement upon request.  Takes effect 12/31/2050.  (SD1)

RELATING TO EDUCATION.

Requires that licensed teachers have their license revoked by the Hawaii Teacher Standards Board if the teacher is resigning or retiring during the pendency of any investigation into allegations of sexual assault, sexual harassment, or other physical abuse of a student.  Requires a licensed teacher to surrender their license if the teacher retires or resigns from teaching before the completion of an investigation.  Requires the Hawaii Teacher Standards Board to report the surrendered license to the National Association of State Directors of Teacher Education and Certification.  (SD1)
