RELATING TO LIQUOR LICENSES.

Exempts the notarization requirement for renewals of liquor licenses.  (SD1)

RELATING TO DEFAMATION.

Protects individuals who make claims of sexual misconduct from defamation lawsuits unless the claims were proven to be made with malice.

RELATING TO ELECTIONS.

Specifies that the practice of election fraud intimidation includes carrying any firearm or weapon and photographing the face of any voter without permission from both the voter and an appropriate election official when those actions occur at or near a voter service center, place of deposit, or polling place.

RELATING TO EXPUNGEMENT OF CRIMINAL RECORDS.

Expands eligibility for, and automates, the expungement of conviction records if certain criteria are met.  Beginning 12/1/2026, requires the Attorney General to issue automatic expungement orders and the Judiciary to seal or remove information from publicly accessible databases.

Allows persons convicted of certain criminal violations to apply to the court for an expungement order under certain circumstances.

RELATING TO SEX TRAFFICKING.

Aligns state sex trafficking laws with federal law by making the commercial sexual exploitation of a minor a form of sex trafficking.

RELATING TO SEX TRAFFICKING.

Authorizes civil claims to be made against a business, owner, or operator of a transient accommodation, or other commercial entity that profits from sexual exploitation.

·         The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.

·         Testifiers for this hearing will be limited to 2 minutes each.
