RELATING TO MOBILE CLINICS.

Appropriates funds to the department of human services to purchase, staff, and operate mobile treatment clinics that provide services throughout the night.

RELATING TO HOMELESSNESS.

Requires the Department of Human Services to develop a safe parking program allowing unsheltered persons who sleep in their vehicles to park overnight on state lands.  Requires a report to the Legislature.

Status

RELATING TO THE HAWAII ABLE SAVINGS PROGRAM.

Repeals language that gives the Director of Finance discretion to use moneys in the Hawaii ABLE Savings Program Trust Fund if the Director elects to accept deposits from contributors instead of sending deposits directly to the ABLE program manager.  Authorizes the Director of Finance to expend moneys in the Hawaii ABLE Savings Program Trust Fund to provide incentive payments to Hawaii public school ABLE account owners.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation to the Department of Budget and Finance to fund the incentive payments.  Makes an appropriation to the Department of Health for one full-time equivalent (1.0 FTE) permanent position within the State Council on Developmental Disabilities to provide statewide outreach, advocacy, and relationship management for the Hawaii ABLE savings program.

Status

RELATING TO HUMAN SERVICES.

Requires the Hawaii public housing authority to establish a two-year recreation and education upward mobility pilot program for youth tenants in public housing.  Permits the Hawaii public housing authority to contract with outside parties to implement the program.  Appropriates funds.

RELATING TO MATERNAL HEALTH.

Requires the Department of Human Services to develop and administer implicit bias training for health care professionals in perinatal facilities.

Status

RELATING TO THE CHILD PROTECTIVE ACT.

Amends the definition of "aggravated circumstances" under the Child Protective Act.  Requires a service plan to include an evaluation or assessment of parents, including a primary aggressor assessment, by a professional with domestic violence training in cases of family violence.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
