RELATING TO ADOPTION ASSISTANCE. Appropriates funds to provide additional support and resources to families receiving benefits through the State's adoption assistance and permanency assistance programs.

RELATING TO RELATIVE RESOURCE CAREGIVERS. Clarifies when a relative seeking to be a resource caregiver for a child is entitled to an administrative appeal for denial of a foster home license.

RELATING TO THE CHILD PROTECTIVE ACT. Adds a definition for "exigent circumstances;" amends the definitions of "harm" and "imminent harm;" clarifies when the police may take protective custody of a child; clarifies when the department may assume temporary foster custody of a child; creates a judicial process for orders for protective custody.

RELATING TO PEER SUPPORT SPECIALISTS. Establishes a working group to create a statewide framework for peer support specialists. Appropriates funds for hiring an administrative facilitator to provide necessary support for the peer support specialist working group in carrying out its duties and compensation for peer support specialists on the working group for time spent on working group meetings and related work and travel expenses.

RELATING TO THE CHILD PROTECTIVE ACT. Amends the definition of "aggravated circumstances" under the Child Protective Act. Requires a service plan to include an evaluation or assessment of parents, including a primary aggressor assessment, by a professional with domestic violence training in cases of family violence.

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM. Expands eligibility for the Supplemental Nutrition Assistance Program to include any individual or household whose monthly income is equal to or less than three hundred per cent of the federal poverty level. Appropriates funds.

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM. Establishes and appropriates funds for a Supplemental Nutrition Assistance Program recipient advisory committee to assist the Department of Human Services in strengthening the Supplemental Nutrition Assistance Program for working families.

RELATING TO THE ELECTRONIC PRESCRIPTION ACCOUNTABILITY SYSTEM. Updates section 329-104(c), HRS, to clarify who may access information stored in the electronic prescription accountability system.

RELATING TO ENERGY ASSISTANCE. Establishes the Hawaii home energy assistance program within the Department of Human Services to assist households in paying their energy bills. Establishes the Hawaii home energy assistance special fund. Appropriates funds.

RELATING TO SEXUAL EXPLOITATION. Establishes safe harbor protections for survivors of sexual exploitation who seek medical or law enforcement assistance.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
