Status

RELATING TO SOCIAL SERVICES.

Increases the monthly needs allowance from $50 to $75.  Clarifies that the needs allowance is not intended to replace or affect funds received from the federal Supplemental Security Income program.  Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks.  Clarifies the individuals who are eligible to receive the needs allowance.  Requires the Department of Human Services to perform an annual review of the needs allowance and report to the Legislature.

RELATING TO CARE HOMES.

Increases the cap on state supplemental payments for type l adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes and type II adult residential care homes.

RELATING TO MEDICAID.

Appropriates funds to increase the funding of certain medicaid home and community-based services, including case management services for home and community-based case management agencies and residential services offered in community care foster family homes and expanded adult residential care homes.  Requires the Department of Human Services to obtain matching funds.

RELATING TO HUMAN SERVICES.

Appropriates funds to increase the funding for medicaid in-home services, conditioned on the Department of Human Services obtaining the maximum federal matching funds and pursuing all other funding sources.

RELATING TO THE EXECUTIVE OFFICE ON AGING.

Establishes a two-year senior access pilot program in the Executive Office on Aging to improve access to essential services and reduce wait times for seniors seeking public services through state and county government offices.  Requires the Auditor to evaluate effectiveness, impact, and feasibility of the pilot program.  Appropriates funds.

Status

RELATING TO LONG-TERM CARE.

Requires the Executive Office on Aging to create a comprehensive long-term care master plan to accomplish long-term care policy goals that, when implemented, ensure the availability of a full continuum of institutional and community-based services.  Establishes a long-term care planner position within the EOA to oversee the development and implementation of the long-term care master plan.  Requires the EOA to submit a report to the Legislature.  Declares that the general fund expenditure ceiling is exceeded.  Appropriates funds.

RELATING TO THE HAWAI'I HEALTH AGING PARTNERSHIP.

Appropriates funds to the Executive Office on Aging of the Department of Health for the Hawaii Healthy Aging Partnership.  Declares that the general fund expenditure ceiling is exceeded.

RELATING TO MISSING PERSONS.

Establishes a silver alert program within the Department of Law Enforcement to help locate and safeguard missing persons who are sixty-five years of age or older, cognitively impaired, or developmentally disabled.  Appropriates funds.

RELATING TO DEMENTIA.

Requires the law enforcement standards board to develop training materials related to the recognition and signs of Alzheimer's disease and related types of dementia.  Requires law enforcement officers to review training materials for at least 1 hour per year.

Status

RELATING TO DEATH BENEFITS.

Increases from $800 to $1,600 the amount of death benefits paid by the Department of Human Services to cover the cremation and disposition costs for a deceased person who was eligible for medical or financial assistance at the time of the person's death and whose body is unclaimed.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
