During the 2023 Legislative Session, the Hawaii Legislature passed House Bill 961, landmark legislation relating to early education and Hawaii became one of the nation's top advocates for early education policy.
The purpose of this informational briefing is to review the current and future impact of HB961 to provide access to early education through the expansion of the State's preschool open doors program for three and four-year old students.
