RELATING TO THE COMMUNITY OUTREACH COURT.

Permanently establishes and appropriates moneys relating to the Community Outreach Court as a division of the District Court of the First Circuit.  Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2045.  Effective 7/1/2050.  (SD2)

Status

RELATING TO HEALTH.

Establishes the Hui Hoʻomana Task Force within the State Health Planning and Development Agency to develop a comprehensive plan to provide universal access to equitable and affordable high-quality health care for state residents, including defining action plan items, setting timeline and deadline for each action item, and identifying resources required and funding options. Requires reports to the Legislature. Dissolves the Hui Hoʻomana Task Force on 7/1/2025.  Takes effect 12/31/2050.  (SD2)

Status

RELATING TO LEAD POISONING.

Beginning 1/1/2025, requires physicians to perform or order test for lead poisoning in minor patients at certain intervals, and if the physician performs the test, the results to be included in the minor patient's record of immunization.  Requires the Department of Health to adopt recommendations.  Provides certain exemptions for the mandatory lead poisoning testing of minors.  (SD1)

RELATING TO MEDICAL CARE FOR MINORS.

Authorizes minors who are 14 years of age or older to consent to medical care for sexually transmitted infections, pregnancy, and family planning services, including the prevention of sexually transmitted infections.  Requires confidentiality policies and practices for insurers and providers.  Effective 1/1/2025.  (SD2)

Status

RELATING TO HEALTH CARE.

Beginning 1/1/2025, requires health insurers, mutual benefit societies, and health maintenance organizations to provide health insurance coverage for various sexual and reproductive health care services.  Applies this coverage to health benefits plans under the Hawaii Employer-Union Health Benefits Trust Fund.  Requires the Insurance Division of the Department of Commerce and Consumer Affairs to submit a report to the Legislature.  Takes effect 12/31/2050.  (SD2)

RELATING TO MENSTRUAL PRODUCTS.

Requires the Department of Accounting and General Services to provide menstrual products at no cost in specified restrooms in public buildings maintained by the department.  (SD2)

RELATING TO MEDICAL DEBT.

Authorizes the Office of Wellness and Resilience to develop, implement, and execute a program to acquire and forgive outstanding medical debt.  Requires annual reports to the Legislature.  Effective 12/31/2050.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
