RELATING TO HEALTH. Establishes the Hui Hoʻomana Task Force within the State Health Planning and Development Agency to develop a comprehensive plan to provide universal access to equitable and affordable high-quality health care for state residents, including defining action plan items, setting timeline and deadline for each action item, and identifying resources required and funding options. Requires reports to the Legislature. Dissolves the Hui Hoʻomana Task Force on 7/1/2025. Takes effect 12/31/2050. (SD2)

RELATING TO HEALTH CARE. Beginning 1/1/2025, requires health insurers, mutual benefit societies, and health maintenance organizations to provide health insurance coverage for various sexual and reproductive health care services. Applies this coverage to health benefits plans under the Hawaii Employer-Union Health Benefits Trust Fund. Requires the Insurance Division of the Department of Commerce and Consumer Affairs to submit a report to the Legislature. Takes effect 12/31/2050. (SD2)

RELATING TO ACT 212, SESSION LAWS OF HAWAII 2021. Repeals the requirement to transfer the Oahu Regional Health Care System from the Hawaii Health Systems Corporation to the Department of Health. Repeals certain changes to the Hawaii Revised Statutes that were made by Act 212, SLH 2021. Requires the Oahu Regional Health Care System to enter into an agreement with the Department of Health regarding Oahu Regional Health Care System taking care of low acuity patients in the Department's custody by the end of 2024. Effective 12/31/2050. (SD2)

RELATING TO THE OAHU REGIONAL HEALTH CARE SYSTEM, HAWAII HEALTH SYSTEMS CORPORATION. Requires the transfer of the Maui State Veterans Home to the Oahu Regional Health Care System or another state agency. (SD2)

RELATING TO CRISIS SERVICES. Establishes a Crisis Intervention and Diversion Services Program within the Department of Health to expand existing services to divert those with mental health issues to appropriate health care services. Defines "mental health emergency worker". Makes an appropriation for the crisis intervention and diversion program. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Effective 12/31/2050. (SD2)
