Appropriates funds to increase the department of human services' homeless programs office budget.

RELATING TO MENTAL HEALTH SERVICES FOR CHILDREN AND ADOLESCENTS.

Amends the statutes pertaining to mental health services for children and adolescents provided by the Child and Adolescent Mental Health Division of the Department of Health to reflect the current mental health systems of care that address intensive mental health needs of children and adolescents.

RELATING TO MENTAL HEALTH.

Appropriates funds to address the mental health and wellness needs of youth in the State.

Status

RELATING TO COMMUNITY HEALTH WORKERS.

Requires the Department of Health to administer a three-year pilot program to authorize community health workers to provide outreach, education, training, and navigation of services to address the social determinants of health in Kau, Hawaii County.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.

HB 2544

Status

RELATING TO MEDICAL TRANSPORTATION.

Establishes within the Department of Health a 2-year pilot project to charter flights from rural islands to an urban island to provide rural island residents with reliable transportation to medical care on urban islands and to transport medical service providers from an urban island to a rural island.  Declares that the general fund appropriation will breach the expenditure ceiling.  Appropriates funds.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

Status

RELATING TO DENTAL HYGIENISTS.

Authorizes dental hygienists who are under the direct supervision of a licensed dentist to perform preventive dental sealant screenings and apply dental sealants on certain individuals in a school-based oral health program.

Status

RELATING TO ORAL HEALTH.

Establishes an oral health task force to review the status of oral health in the State and make recommendations to improve the State's oral health infrastructure.  Requires reports to the Legislature.  Appropriates moneys.  Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025.

HB 2556

Status

RELATING TO THE HAWAII ABLE SAVINGS PROGRAM.

Repeals language that required the Hawaii ABLE savings program trust fund to be used if the Director of Finance elects to accept deposits from contributors instead of sending deposits directly to the program manager.  Authorizes the Director of Finance to expend moneys in the Hawaii ABLE savings program trust fund to provide incentive payments to Hawaii public school ABLE savings account owners.  Appropriates funds to the Department of Budget and Finance to fund the incentive payments.  Appropriates funds for a position within the State Council on Developmental Disabilities of the Department of Health to support the Hawaii ABLE savings program.  Effective 6/30/2050.

Status

RELATING TO PUBLIC HEALTH STANDING ORDERS.

Authorizes the Director of Health to issue public health standing orders for patients to self-refer to certain healthcare screening services.

Status

RELATING TO ACCESS TO VITAL RECORDS FOR THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Authorizes the Department of Hawaiian Home Lands to access vital records for purposes of verifying Native Hawaiian ancestry for beneficiary programs.  Requires the Department of Health and the Department of Hawaiian Home Lands to enter into a Memorandum of Agreement to assure appropriate access and handling of confidential records and sealed records that have been unsealed pursuant to court order.

HB 2276

Status

RELATING TO SMOKING.

Establishes under the Department of Health a Smoking Sensor Rebate Program, which offers a rebate for installation of smoking sensors to detect smoking within smoking-prohibited areas.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
