RELATING TO MENTAL HEALTH.

Part I:  requires the Department of the Attorney General to assist with the preparation and filing of petitions for assisted community treatment and with the presentation of the case, unless declined by the petitioner.  Part II:  repeals language entitling the subject of a petition for assisted community treatment to legal representation by a public defender.  Part III:  provides a mechanism for the automatic screening of certain nonviolent defendants for involuntary hospitalization or assisted community treatment.  Part IV:  authorizes courts to require certain probation violators to undergo a mental health evaluation and treatment program as a condition of continued probation.  Effective 7/1/3000.  (HD2)

RELATING TO FUNDING FOR THE TOBACCO ENFORCEMENT SPECIAL FUND.

Establishes a stamp fee floor inventory tax on the stock inventory of stamps held by licensees before any increase in the stamp fee under the cigarette and tobacco tax laws is assessed and levied.  Amends the ceiling for the Tobacco Enforcement Special Fund.  Amends the cigarette tax stamp fee and the percentage of the cigarette tax stamp fee deposited to the Tobacco Enforcement Special Fund.  Amends the amount to be deposited to the credit of the Tobacco Enforcement Special Fund from tobacco settlement moneys.  Effective 7/1/3000.  (HD2)

RELATING TO THE HAWAII ABLE SAVINGS PROGRAM.

Amends the sources of funding for the Hawaii ABLE Saving Program Trust Fund.  Amends the authorized uses of moneys in the trust fund, including providing incentive payments to Hawaii public school ABLE account owners.  Appropriates funds.  Effective 7/1/3000.  (HD2)
