Authorizes the Director of Health to permit online access to apply for marriage and civil union licenses in lieu of in-person applications, as specified in rules adopted pursuant to chapter 91, Hawaii Revised Statutes.  Effective 7/1/3000.  (HD1)

Authorizes the Director of Health to transfer federal capitalization grant funds between the Water Pollution Control Revolving Fund and the Drinking Water Treatment Revolving Loan Fund, in accordance with title 40 Code of Federal Regulations section 35.3530(c).  Effective 7/1/3000.  (HD1)

Makes an emergency appropriation for asbestos remediation; the temporarily relocation of Department of Health offices if necessary; and preliminary planning for the redevelopment of the Kinau Hale site.  Effective 7/1/3000.  (HD1)

RELATING TO THE NURSE LICENSURE COMPACT.

Allows the Governor to enter the State into the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state.  Beginning 1/1/2026, allows the State Board of Nursing to charge different fees customarily and historically charged for registered nurses and licensed practical nurses who hold a multistate license issued by the State.  Effective 7/1/3000.  (HD2)

Establishes a refundable Family Caregiver Tax Credit for nonpaid family caregivers.  Requires the Department of Taxation to report to the Legislature before the convening of each Regular Session.  Effective 7/1/3000.  (HD2)

RELATING TO THE HOUSEHOLD AND DEPENDENT CARE SERVICES TAX CREDIT.

Amends a taxpayer's applicable percentage of employment-related expenses that may be claimed for the household and dependent care services tax credit for five years.  Sunsets 6/30/2029.  Effective 7/1/3000.  (HD2)

Makes an emergency appropriation from the Mental Health and Substance Abuse Special Fund to the Department of Health to implement quality improvement recommendations at the Hawaii State Hospital.  Effective 7/1/3000.  (HD1)

Establishes an oral health task force to review the status of oral health in the State and make recommendations to improve the State's oral health infrastructure.  Requires reports to the Legislature.  Appropriates funds.  Effective 7/1/3000.  (HD2)
