SB 3114

      Status & Testimony

RELATING TO THE CHILD ABUSE AND NEGLECT CENTRAL REGISTRY.

Clarifies that a confirmed report of harm or threatened harm, as defined in chapter 587A, or child abuse and neglect, as defined in chapter 350, will result in the perpetrator's name being maintained in the central registry.  Clarifies when a confirmed report may be expunged from the central registry, and establishes a process for expungement upon request.

RELATING TO RELATIVE RESOURCE CAREGIVERS.

Clarifies when a relative seeking to be a resource caregiver for a child is entitled to an administrative appeal for denial of a foster home license.

RELATING TO THE PRESCHOOL OPEN DOORS PROGRAM.

Establishes that the priority of selection for program participation shall be applicable through the priority application period that occurs prior to the start of each program year.  Applications received after the start of the program year through January 31 will be processed continuously through the program year on a first-come, first-served basis.  Effective upon approval.

      Status & Testimony

RELATING TO COMMUNITY HEALTH WORKERS.

Requires the Department of Health to administer a three-year pilot program to authorize community health workers to provide outreach, education, training, and navigation of services to address the social determinants of health in Kau, Hawaii County.  Declares that the general fund expenditure ceiling is exceeded.  Makes an appropriation.

RELATING TO HEALTH.

Renames the Hawaii Health Corps Program to the Hawaii Rural Healthcare Provider Loan Program.
