SB 2289

      Status & Testimony

RELATING TO KALAUPAPA.

Requires the Department of Health to include in its annual report regarding Kalaupapa Settlement details and updated information, as available, regarding the permanent transfer to other governmental entities of the powers and duties of the Department over Kalaupapa Settlement.  Sunsets on the first 6/30 after the Revisor of Statutes receives a written gubernatorial proclamation that the referenced transfer is complete.

SB 2245

      Status & Testimony

RELATING TO THE CHILD PROTECTIVE ACT.

Adds a definition for "exigent circumstances" and amends the definition of "imminent harm" under the Child Protective Act.  Clarifies the circumstances when police officers shall assume protective custody of a child and when the Department of Human Services shall assume temporary foster custody of a child.  Allows for the Department of Human Services to file a petition and seek an order for protective custody if there is reasonable cause to believe that a child is subject to imminent harm.  Effective 7/1/2025.

SB 2323

      Status & Testimony

RELATING TO YOUTH FEES AND FINES.

Prohibits the assessment of any fines, fees, or court costs against a person who was adjudicated for an offense committed during the person's minority, or against the person's parent or guardian, and discharges all related debt obligations assessed prior to the effective date of the Act.  Requires the Office of the Administrative Director of the Courts to submit a report to the Legislature.

RELATING TO CAMPAIGN FINANCE.

Allows an election candidate, treasurer, or candidate committee to use campaign funds for the candidate's child care and vital household dependent care costs under certain conditions.

SB 238

      Status & Testimony

RELATING TO SEXUAL ABUSE OF MINORS.

Expands the time period by which a civil action for childhood sexual abuse may be initiated, including an otherwise time‑barred action.  Authorizes a court to require personnel of legal entities to undergo training on trauma‑informed response.

RELATING TO PROVIDER ORDERS FOR LIFE SUSTAINING TREATMENT FORM.

Amends the definition of "patient's provider" in state law governing Provider Orders for Life-Sustaining Treatment by removing language that requires the provider to examine the patient.

RELATING TO COMMUNITY CARE FOSTER FAMILY HOMES.

Allows the primary caregiver to be absent from the community care foster family home; provided that the substitute caregiver is present during the absence.

SB 2603

RELATING TO EARLY CHILD CARE.

Requires the Department of Human Services to establish and implement a child care provider subsidy and bonus program to provide subsidies to retain the existing child care workforce in licensed infant and toddler child care centers and group child care centers and bonuses to registered family child care homes.  Requires annual reports to the legislature.  Appropriates funds.
