      Status & Testimony

RELATING TO MENTAL HEALTH.

Establishes provisional or associate-level licensure requirements for marriage and family therapists, mental health counselors, and psychologists and authorizes insurance reimbursements in certain circumstances.  Allows psychologist license applicants to sit for the licensing examination before completing certain other requirements.  Allows the Board of Psychology to grant licensure waivers in certain circumstances for psychologists.  Authorizes insurance reimbursements for services provided by a supervised social work intern in certain circumstances.

RELATING TO PSYCHOLOGISTS.

Requires the Board of Psychology to establish a pilot program to grant prescriptive authority to qualified psychologist applicants statewide.  Repeals on 8/31/2028.

RELATING TO SCHOOL PSYCHOLOGY.

Establishes licensure requirements for school psychologists to be administered by the board of psychology.  Requires all school psychologists to be licensed by 7/1/2025.  Increases the composition of the board of psychology to include two school psychologists.

SB 2049

      Status & Testimony

RELATING TO PSYCHOLOGISTS.

Establishes a five-year pilot program to allow qualified psychologists limited authority to prescribe psychotropic medications to patients under the care of the psychologist at a federally qualified health center. Requires a report to the Legislature.  Repeals June 30, 2030.

SB 462

      Status & Testimony

RELATING TO ATTACHMENT AND EXECUTION.

Increases the amount of interest in real property that is exempt from attachment and execution.  Amends the value of personal property that is exempt from attachment and execution, including increasing the exemption amount for a motor vehicle.  Exempts from attachment and execution, an amount equivalent to one month of child support or $5,000, whichever is less, and one month of spousal support or $5,000, whichever is less.

SB 471

      Status & Testimony

RELATING TO LIVING ACCOMMODATIONS.

Prohibits camping in public areas that are not designated as camping locations by the State or a county.  Allows the court to order participation in homeless services in lieu of prosecution or sentencing.  Requires the Governor to establish safe zones for homeless persons.  Makes appropriations.

SB 849

      Status & Testimony

RELATING TO SOCIAL SERVICES.

Amends the state supplemental payment ceiling for domiciliary care paid to recipients who are eligible for federal supplementary security income or public assistance, or both.  Amends the monthly needs allowance for individuals residing in foster homes, care homes, domiciliary homes, and other long-term care facilities.

SB 1209

      Status & Testimony

RELATING TO TAXATION.

Conforms the amount allowable for the Hawaii expenses for household and dependent care services necessary for the gainful employment tax credit to the credit amounts allowed in the federal tax code.  Applies to taxable years beginning after 12/31/22.
