RELATING TO THE GENERAL EXCISE TAX.

Beginning 1/1/2026, exempts medical services provided by licensed physicians and advanced practice registered nurses acting in the capacity of primary care providers from the general excise tax.  Effective 7/1/3000.  (HD1)

RELATING TO MEDICAL TRANSPORTATION.

Establishes within the Department of Health a 2-year pilot project to charter flights from rural islands to an urban island to provide rural island residents with reliable transportation to medical care on urban islands.  Appropriates funds.  Sunsets 6/30/2026.  Effective 7/1/3000.  (HD1)

RELATING TO MEDICAL CANNABIS.

Repeals the sunset date of the authorization for primary caregivers to cultivate medical cannabis for qualifying patients.  Clarifies that primary caregivers may continue to cultivate medical cannabis for qualifying patients subject to certain restrictions.  Effective 7/1/3000.  (HD2)

RELATING TO MENTAL HEALTH.

Establishes provisional or associate-level licensure requirements for marriage and family therapists, mental health counselors, and psychologists and authorizes insurance reimbursements in certain circumstances.  Requires psychologist license applicants to possess a doctoral degree and complete certain supervised experience requirements before sitting for the licensing examination.  Authorizes insurance reimbursements for services provided by a supervised social work intern in certain circumstances.  Appropriates funds.  Parts II, III, IV, and V effective 7/1/2026.  Effective 7/1/3000.  (HD2)

RELATING TO PHARMACISTS.

Authorizes pharmacists to administer vaccines to persons three years of age or older.  Authorizes pharmacy interns and pharmacy technicians under the direct supervision of a pharmacist to administer vaccinations to persons between the ages of three and seventeen, if certain requirements are met.  Authorizes pharmacists to order vaccines for administration to persons between the ages of three and seventeen.  Effective 7/1/3000.  (HD2)

RELATING TO INSURANCE.

For policies, contracts, plans, and agreements issued or renewed after 12/31/2024, requires the insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services for persons undergoing medically necessary treatment that may cause iatrogenic infertility.  Effective 7/1/3000.  (HD1)
