RELATING TO THE UNIVERSITY OF HAWAII. Establishes an air and space law program at the William S. Richardson School of Law at the University of Hawaii. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO POST-SECONDARY EDUCATION. Establishes a pilot program to offer tuition waivers for certain community college students starting in fall 2025. Requires the Board of Regents of the University of Hawaii to submit a report.

RELATING TO COLLECTIVE BARGAINING. Establishes a collective bargaining unit for graduate assistants employed by the University of Hawaii and its community college system. Exempts graduate assistants from collective bargaining until they petition the Hawaii Labor Relations Board and the Board determines the graduate assistants are ready to be placed in a bargaining unit. Effective 7/1/3000. (HD1)

RELATING TO THE LABOR EDUCATION ADVISORY COUNCIL. Specifies that the Labor Education Advisory Council shall be advisory to the President of the University of Hawaii on all activities and programs of the Center for Labor Education and Research. Requires written responses addressing the Council's advice and adoption of resolutions by the President and Chancellor of the University of Hawaii, West Oahu campus. Effective 7/1/3000. (HD1)

RELATING TO THE TAX CREDIT FOR RESEARCH ACTIVITIES. Adds a cap for the amount of tax credits for research activities that an eligible taxpayer and the taxpayer's related entities may receive per taxable year. Consolidates the survey and certification requirements for tax credits for research activities. Amends the annual aggregate cap on tax credits for research activities that the Department of Business, Economic Development, and Tourism may certify. Requires certification of the tax credits for research activities on a first-come, first-served basis to be based on the date that a complete application is received, subject to certain conditions. Extends from 12/31/2024 to 12/31/2029, the sunset date for tax credits for research activities.

RELATING TO THE RESEARCH CORPORATION OF THE UNIVERSITY OF HAWAII. Clarifies the purpose of the Research Corporation of the University of Hawaii and that its undertakings shall be limited to acts that are reasonably necessary to carry out its purpose. Repeals the requirement that the University of Hawaii contract with the Research Corporation when the University determines that other various agencies cannot more effectively or efficiently accomplish certain research and training activities. Grandfathers existing Research Corporation contracts and requires new contracts be subject to new limitations. Limits the scope of the special account the Research Corporation is authorized to establish. Requires revolving accounts to follow University of Hawaii Administrative Procedure 12.204. Limits internal service orders and revolving accounts of the Research Corporation that use University intramural funds to certain projects and requires biannual reports to the Legislature. Effective 7/1/2050. (SD2)

RELATING TO THE UNIVERSITY OF HAWAII REVENUE BONDS. Authorizes the board of regents of the university of Hawaii to issue revenue bonds for the purpose of financing capital improvement projects.

RELATING TO TAXATION. For taxable years beginning after December 31, 2023, temporarily reinstates the Technology Infrastructure Renovation Tax Credit and expands the definition of "technology-enabled infrastructure" to include data servers.

RELATING TO TELECOMMUNICATIONS. Requires a wireless telecommunications carrier, as a condition for any conservation district use permit to construct, reconstruct, or alter a telecommunications facility on Kaiwa ridge, to maintain emergency backup power for a minimum of eight hours.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
