Requires the Office of Enterprise Technology Services to develop multilingual accessibility standards.  Appropriates funds to establish 1 full-time position (1.0 FTE) to develop multilingual accessibility standards within the Office of Enterprise Technology Services.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.  Effective 7/1/2050.  (SD2)

RELATING TO THE OFFICE OF ENTERPRISE TECHNOLOGY SERVICES.

Requires the Information Technology Steering Committee to assist the Chief Information Officer to develop a plan to enhance the mobile application developed to enable the public to access the State's website.  Requires the Chief Information Officer's annual report of the Office of Enterprise Technology Services to include updates on the mobile application.  Effective 7/1/2050.  (SD2)

RELATING TO INFORMATION TECHNOLOGY.

Requires the Technology Services Consolidation Working Group, established by Act 179, SLH 2022, to assist the Office of Enterprise Technology Services in working with certain state agencies to inventory and categorize the business criticality of each major state information technology systems or data set and determine the appropriate data center or hosting facility requirements.  Requires a report to the Legislature.  Extends the working group's dissolution date to 6/30/2026.  (SD2)

RELATING TO THE UNIVERSITY OF HAWAII COLLEGE OF TROPICAL AGRICULTURE AND HUMAN RESOURCES.

Makes an appropriation to the University of Hawaii to establish 5 full-time equivalent (5.0 FTE) faculty positions at the College of Tropical Agriculture and Human Resources.  Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.  Effective 7/1/2050.  (SD2)

Repeals the sunset date for the exemption of laboratory school programs of the Hawaiian language college at the University of Hawaii at Hilo from state English-medium standards, assessments, performance ratings, staff qualifications, and staff training requirements.  (SD1)

RELATING TO TECHNOLOGY TRANSFER AT THE UNIVERSITY OF HAWAII.

Permanently authorizes the University of Hawaii to continue to regulate conflicts of interest and other ethical issues for technology transfer activities sponsored by the University of Hawaii.  Takes effect 6/29/2024.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
