Requires cash or protest bonds to be returned to the initiating parties, minus administrative costs as determined by the Office of Administrative Hearings of the Department of Commerce and Consumer Affairs, except in cases where the appeal was frivolous or made in bad faith.  Effective 7/1/3000.  (HD1)

RELATING TO PROCUREMENT.

Adds alternative procurement methods to the types of methods of source selection.  Allows an alternative procurement method when the federal government provides for or approves the alternative procurement method and the head of the purchasing agency makes a written determination that it is neither practicable nor advantageous to use the existing statutory procurement methods.  Effective 7/1/3000.  (HD1)

RELATING TO NON-GENERAL FUNDS.

Reclassifies certain non-general funds of the Department of Accounting and General Services, pursuant to the recommendations made by the Auditor in Auditor's Report No. 23-17.  Transfers to the general fund the excess balances of various non-general funds from various state departments and agencies.  Effective 7/1/3000.  (HD1)

Establishes and appropriates funds for a three-year pilot program in the office of the governor for an office of process improvement.  Effective 7/1/3000.  (HD2)

RELATING TO MEETING NOTICES.

Repeals the requirement that a board file a copy of the notice of any regular, special, emergency, rescheduled meeting, or any executive meeting when anticipated in advance, with the Office of the Lieutenant Governor or appropriate county clerk's office.  Repeals the requirement that the Office of the Lieutenant Governor or appropriate county clerk's office timely post paper or electronic copies in a central location in a public building.  (HD1)

RELATING TO THE SUNSHINE LAW.

Requires board packets to be made available for public inspection no later than two business days, rather than forty-eight hours, before a board meeting.  Clarifies that public testimony may be submitted to the board before the meeting.  Effective 7/1/3000.  (HD1)

RELATING TO OPEN MEETINGS.

Requires that a board may only schedule a meeting for deliberation and decisionmaking on a report by an investigative group six days after the investigative group presented the report of its findings and recommendations to the board.  Effective 7/1/3000.  (HD1)

RELATING TO THE SUNSHINE LAW.

Requires public meeting notices to inform members of the public how to provide remote oral testimony in a manner that allows the testifier, upon request, to be visible to board members and other meeting participants.  Recognizes a board's authority to remove and block individuals who disrupt meetings remotely.  Effective 7/1/3000.  (HD1)

RELATING TO 911 SERVICES.

Deletes the term "enhanced" in reference to 911 services to allow funding of all 911 technologies.  Allows the 911 Board to employ staff, in addition to the executive director, exempt from the civil service and collective bargaining laws.  Effective 7/1/3000.  (HD1)

RELATING TO THE CERTIFICATION OF DOCUMENTS.

Establishes the Apostilles and Certifications Special Fund.  Requires the Office of the Lieutenant Governor to set a fee for the issuance of an apostille or a non-apostille certification by administrative rules.  Appropriates funds into and out of the special fund.  Effective 7/1/3000.  (HD1)

RELATING TO CONDOMINIUMS.

Requires the Real Estate Commission (Commission) to receive and investigate complaints by condominium unit owners against associations that are subject to condominium laws.  Requires the Ombudsman to issue findings within an unspecified number of days after a complaint is filed with the Ombudsman against the Commission regarding the Commission's foregoing duties.  Effective 7/1/3000.  (HD1)
